The Impact Of Electronic Payment Methods On Monetary Policy Management

Abstract
The significant development of information and communication technology has led to the emergence of a new concept in economics: the "digital economy," which has given rise to advanced forms of banking known as "electronic banking." The spread of electronic payment systems and methods has also affected the central bank's responsibilities in managing monetary policy. This research paper, therefore, examines the impact of electronic payment systems on the implementation of economic policy, with reference to Algeria. Among the most important findings regarding the potential effects of electronic payment methods on monetary policy, we find that, from a theoretical perspective, there are several effects, most of which center on the impact on the most essential function of the central bank, which is the issuance of currency and the increase in the money supply within the state. In practical terms, however, based on the Algerian banking sector, we have not reached a clear conclusion on the extent of the impact of electronic payment methods on monetary policy in Algeria. ملخص لقد أدى التطور الكبير لتكنولوجيا المعلومات والاتصالات إلى بروز مفهوم جديد للاقتصاد "الاقتصاد الرقمي"، مما أدى إلى ظهور صور جديد ومتطورة للعمل المصرفي تسمى "الصيرفة الإلكترونية"، كما أن انتشار نظم ووسائل الدفع الإلكترونية كان له أثر على قيام البنك المركزي بمسؤولياته في إدارة السياسة النقدية، لهذا قامت هذه الورقة البحثية بدراسة أثر أنظمة الدفع الإلكترونية في تفعيل السياسة النقدية بالإشارة لحالة الجزائر، ومن بين أهم النتائج المتوصل إليها حول الآثار المحتملة لوسائل الدفع الإلكترونية على السياسة النقدية فنجد من الناحية النظرية عدة أثار تتمحور جلها في التأثير على أهم وظيفة للبنك المركزي وهي الإصدار النقدي وتفاقم حجم الكتلة النقدية داخل الدولة، أما من الناحية الواقعية وبالإسقاط على الواقع المصرفي الجزائري لم نصل لأي نتيجة واضحة تبين لنا مدى تأثير وسائل الدفع الإلكترونية على السياسية النقدية داخل الجزائر.
