Aim and Scope

The Algerian Journal of Public Finance (A.J.P.F.) is an international, peer-reviewed, double-blind, and open-access journal published once a year, in December, by the Faculty of Economic, Commercial and Management Sciences – Abou Bekr Belkaid University of Tlemcen, Algeria.

Founded in 2011, the journal is the only specialized scientific journal in Algeria dedicated to the study of public finance and its related fields. It aims to promote high-quality academic research and knowledge exchange in public finance, public economics, public management, public administration, and public policy, as well as other interdisciplinary areas connected to governance and the public sector.

The journal welcomes original research papers, review articles, and case studies from both Algerian and international researchers, covering topics such as fiscal policy, taxation, public expenditure, budget reform, public investment, transparency, accountability, and local government finance.

A.J.P.F. publishes articles in Arabic, English, and French, offering free and open access to all published content. Special issues may also be released for conferences or specific thematic topics.

 Editorial Policy

The Algerian Journal of Public Finance (A.J.P.F.) adheres to the Principles of Transparency and Best Practice in Scholarly Publishing, following the standards and ethical guidelines inspired by COPE and DOAJ.

Submission of a manuscript implies that all authors have read and agreed to its content and that it complies with the journal’s editorial and ethical policies. All submitted papers are evaluated through a double-blind peer review process based on originality, scientific quality, and relevance to the journal’s scope.

The journal strictly prohibits plagiarism and ensures the integrity of research through plagiarism screening tools. Authors, reviewers, and editors are required to disclose any conflicts of interest related to the submitted work.

A.J.P.F. is a free and open access journal and does not charge any submission or publication fees (No APC). Special issues may be published for conferences or specific thematic topics.

Peer Review Process

The Algerian Journal of Public Finance (A.J.P.F.) follows a rigorous double-blind peer review process in accordance with the Committee on Publication Ethics (COPE) Code of Conduct and Best Practice Guidelines.

All submitted manuscripts are first screened by the Editorial Board to ensure that they meet the journal’s scope, quality standards, and formatting requirements. Manuscripts may be rejected at this stage if they fall outside the journal’s focus, contain plagiarism, or fail to meet the basic submission criteria.

Manuscripts that pass the initial screening are sent to at least two independent reviewers with relevant expertise. Reviewers are asked to evaluate all aspects of the submission — including the quality of research design, originality, clarity, and supporting materials such as data and appendices — to ensure the scientific integrity and completeness of the work. Both reviewers and authors remain anonymous throughout the process to maintain impartiality.

Based on the reviewers’ recommendations, the Editorial Board may decide to:

  • Accept without revision (after peer review): the manuscript is approved for publication as submitted, with no further modifications required.
  • Request revisions: the manuscript requires minor or major modifications to address specific comments from reviewers; authors are invited to revise and resubmit within a given timeframe.
  • Reject: the manuscript is not suitable for publication in the journal due to insufficient contribution, methodological weaknesses, or other substantial reasons.

Revised manuscripts are reassessed by the Editorial Board and, if necessary, re-evaluated by the same or new reviewers. The review process aims to ensure the publication of high-quality and ethically sound research that contributes to the advancement of public finance and related disciplines.

Editorial Process Time

The editorial process of The Algerian Journal of Public Finance (A.J.P.F.) is designed to ensure transparency, quality, and timeliness in the evaluation and publication of submitted manuscripts.

The journal publishes one regular issue per year in December. Manuscripts are accepted throughout the year; however:

  • Starting from 2025, papers submitted before October 15 will be processed for possible inclusion in the December issue of the same year.
  • Papers submitted after October 15 will be reviewed and scheduled for publication in the December issue of the following year.

In addition, beginning in 2025, authors will not be allowed to publish in two consecutive issues, in order to promote diversity and provide equal opportunities for all contributors.

In addition to the regular issue, special issues may be published for conferences or thematic collections. Each special issue has clearly defined timelines for manuscript submission, review, and publication, which are announced in advance on the journal’s platform.

The estimated editorial timeline is as follows:

Initial screening: within 2–3 weeks after submission, to verify scope relevance, structure, and plagiarism check.

Peer review process: generally completed within 6–8 weeks, involving at least two independent reviewers.

Editorial decision: authors are typically notified of the editorial decision (acceptance, revision, or rejection) within 10 weeks of submission.

Publication: accepted papers are published in the December issue or in special thematic issues as scheduled.

Authors can track the progress of their manuscripts through the ASJP online platform. The Editorial Board remains committed to maintaining a fair, transparent, and efficient editorial process that upholds high academic and ethical standards.

 

Open Access Policy and Licensing

 

The Algerian Journal of Public Finance (A.J.P.F.) is an open access and peer-reviewed academic journal committed to ensuring free and permanent access to high-quality research in the fields of public finance, fiscal policy, and economic governance.

By open access, A.J.P.F.  guarantees that all published content is freely available online to readers worldwide — allowing them to read, download, copy, distribute, print, search, or link to the full texts of articles, or use them for any other lawful and non-commercial purpose, without financial, legal, or technical barriers, other than those inseparable from accessing the internet itself.

All articles published in A.J.P.F.  are immediately available upon publication, with no embargo period and no publication fees charged to readers or authors.

A.J.P.F.  operates under the terms of the Creative Commons Attribution–NonCommercial 4.0 International (CC BY-NC 4.0) license. This license allows users to:

  • Share — copy and redistribute the material in any medium or format;
  • Adapt — remix, transform, and build upon the material;

Under the following conditions:

  • Attribution — Proper credit must be given to the author(s) and the source, including a link to the license, and any changes made must be indicated.
  • NonCommercial — The material may not be used for commercial purposes.
  • No additional restrictions — No legal terms or technological measures may be applied that restrict others from using the material as the license permits.

All online content of A.J.P.F.  is freely accessible to everyone, with no registration, subscription, or pay-per-view fees.

A.J.P.F.  fully supports and adheres to the open access principles recommended by the Directory of Open Access Journals (DOAJ) and follows the Committee on Publication Ethics (COPE) Code of Conduct and Best Practice Guidelines for editors and reviewers

Authors retain the copyright of their articles while granting A.J.P.F.  the right of first publication, under the terms of the CC BY-NC 4.0 license.

Archiving and Repository Policy

The Algerian Journal of Public Finance (A.J.P.F.) ensures the long-term preservation and accessibility of all its published content through electronic archiving on the Algerian Scientific Journals Platform (ASJP). The ASJP platform, developed and managed by CERIST, provides reliable hosting, digital archiving, and editorial management services that comply with national and international publishing standards, thereby enhancing the visibility and sustainability of Algerian academic journals.

All published articles are permanently stored and accessible on the journal’s ASJP webpage and are freely available under the journal’s open access policy. In addition, the A.J.P.F. encourages the self-archiving of published versions by authors in institutional repositories, personal websites, or academic databases, provided that the original source and citation details are properly acknowledged.

Authors are allowed to deposit the publisher’s final PDF version immediately after publication without any embargo period. The journal also supports the inclusion of its content in open-access repositories and metadata indexing services to ensure wide dissemination and preservation of scholarly work.

Publication Ethics and Malpractice

The Algerian Journal of Public Finance (A.J.P.F.) is committed to upholding the highest standards of publication ethics and integrity.

All parties involved in the publication process — authors, editors, reviewers, and the publisher — must adhere to the ethical standards set by the Committee on Publication Ethics (COPE) and the Principles of Transparency and Best Practice in Scholarly Publishing.

  1. Authorship

Authorship implies both credit and responsibility.

All listed authors must have made substantial contributions to the research design, data analysis, interpretation, and writing of the manuscript.

The corresponding author must ensure that all co-authors have approved the final version of the manuscript and agreed to its submission.

Forms of misconduct such as ghost authorship, gift authorship, or authorship for sale are strictly prohibited.

The use of AI-generated text or tools for writing or data creation is not acceptable under authorship criteria.

From 2026 onward, all authors are required to provide a valid ORCID iD upon submission.

  1. Citations

Authors must cite relevant, recent, and verifiable literature, preferably from peer-reviewed sources, to support their research findings.

Excessive or inappropriate self-citation and citation cartels between author groups are considered unethical practices.

Non-scholarly sources, such as advertisements or promotional materials, must not be cited.

  1. Manipulation of the Publication Process

The A.J.P.F. will reject or retract any article suspected of manipulation of the publication process.

This includes any deliberate attempt to interfere with independent assessment, influence peer review, misrepresent authorship, or publish fabricated or plagiarized research.

In serious cases, the journal reserves the right to notify the relevant academic or institutional authorities.

  1. Plagiarism

The A.J.P.F. applies a zero-tolerance policy toward plagiarism.

All submitted manuscripts are checked using Detect plagiarism detection software prior to peer review.

A similarity index exceeding 20% (excluding references) is grounds for rejection or mandatory revision.

If plagiarism is discovered after publication, the article will be retracted, and a retraction notice will be published on the journal’s website.

  1. Conflicts of Interest

All authors, reviewers, and editors must declare any actual or potential conflicts of interest that could influence the objectivity or integrity of the publication process.

This ensures transparency and helps maintain the credibility of the scientific record.

  1. Intellectual Property

The A.J.P.F. adheres to the DOAJ criteria concerning intellectual property and copyright.

Authors retain copyright of their published work while granting the journal the right of first publication under the Creative Commons Attribution–NonCommercial 4.0 International (CC BY-NC 4.0) license.

This allows others to share and adapt the work for non-commercial purposes, provided proper attribution is given.

  1. Revenue Sources

The A.J.P.F. is a non-profit academic journal supported by the Faculty of Economic, Commercial and Management Sciences – Abou Bekr Belkaid University of Tlemcen (Algeria).

The journal does not charge authors or readers any fees and does not publish commercial advertisements.

Its sole objective is to promote high-quality academic research in public finance and related fields.

  1. Appeals and Complaints

The A.J.P.F. follows COPE guidelines for handling appeals and complaints.

Authors may submit an appeal if they provide clear and justified evidence responding to the editor’s or reviewers’ comments.

All complaints concerning editorial decisions or peer review management are treated fairly, transparently, and confidentially.

Authors may also request to withdraw their manuscript before publication if a valid reason is provided.

Submission Guidelines

Before submitting your manuscript, please ensure that your research falls within the scope and aims of the Algerian Journal of Public Finance (A.J.P.F.) and that you have read and understood all journal policies on publication ethics and authorship.

The A.J.P.F. accepts manuscripts written in Arabic, French, or English.

If the article is written in Arabic or French, authors must include an English translation of the title, abstract, and keywords to enhance international accessibility and indexing.

1. Submission Process

All manuscripts must be submitted exclusively through the journal’s page on the ASJP platform.

Submissions sent by email or through other means will not be considered.

Before uploading your manuscript, please download and use the official article template available under the “Instructions for Authors” section on the journal’s ASJP page.

2. Manuscript Preparation

The A.J.P.F. publishes original and unpublished research papers contributing to the fields of public finance, fiscal policy, taxation, budgeting, and public sector economics.

Authors are encouraged to write clearly and concisely, ensuring that the manuscript is coherent and academically rigorous.

There is no strict limit on the number of pages or words, allowing flexibility for studies in public finance that may require detailed analysis and discussion.

The article structure is left to the author’s discretion, but it is recommended to include the following sections where appropriate:

  • Introduction
  • Methodology
  • Results and Discussion
  • Conclusion and Policy Implications
  • References

Additional sections such as Acknowledgements, Author Contributions, or Appendices may be added when relevant.

Figures and tables should appear within the text at suitable positions, numbered and captioned clearly.

3. Formatting Requirements

The title should clearly and accurately reflect the main theme of the article.

The abstract should not exceed 150 words, providing a concise summary of the research objectives, methodology, main findings, and implications.

Authors must include 3 to 5 keywords or key phrases for indexing purposes, separated by semicolons (;).

References must follow the APA citation style (7th edition) consistently throughout the manuscript.

4. General Notes

  • The A.J.P.F. does not accept multiple or simultaneous submissions of the same manuscript.
  • All manuscripts undergo an initial editorial screening before being sent for double-blind peer review.
  • Articles not adhering to the journal’s policies or ethical standards will be returned without review.

Indexing and Archiving

The Algerian Journal of Public Finance (A.J.P.F.) is indexed and archived in several reputable national and international databases, ensuring the visibility, accessibility, and long-term preservation of its published content.

A.J.P.F. is currently indexed in:

  • Arcif
  • E-Marefa
  • Google Scholar

All published articles are permanently accessible online through the ASJP platform and are archived in open-access repositories to guarantee continuous availability.

Authors are permitted to deposit the publisher’s version of their articles in personal, institutional, or disciplinary repositories without restriction, provided that proper citation of the original publication in A.J.P.F. is included.

The journal continuously works toward expanding its indexing coverage in additional international databases to enhance its global visibility and academic impact.

Accreditation

The Algerian Journal of Public Finance (A.J.P.F.) is accredited by the Algerian Ministry of Higher Education and Scientific Research (MESRS). It is officially listed in the Directorate-General for Scientific Research and Technological Development (DGRSDT) database under Category C, and is therefore recognized for academic promotion in Algeria.
