This desk research synthesizes 2025 global reports (Stanford, UNCTAD, Microsoft) to examine the "Third-Level Digital Divide" in research efficiency between Global North and South academic institutions across digital, temporal, semiotic, and psychosocial dimensions. The findings reveal a massive production disparity; driven by sovereign computing and high-level algorithmic interaction, Northern researchers process data 1900% faster and complete manuscripts 3.75 times faster than their Southern counterparts. Conversely, the Global South faces a double barrier of infrastructural deficits and English-centric linguistic biases in Large Language Models (LLMs), worsened by weak institutional policies. The study ultimately advocates for localizing open-source AI, establishing National Research Clouds, and integrating algorithmic literacy to ensure global epistemic justice.
