1. About the Journal, Aims and Scope

Revue Al MU’ATHAL is a peer-reviewed academic journal published biannually by theHigher Normal School of Mostaganem, Algeria.

Founded in 2024, the journal publishes original scholarly research in literature, literary criticism and linguistics, as well as interdisciplinary studies related to these fields within the humanities and social sciences.

Its scope includes:

• Arabic language and literature;
• literary criticism;
• linguistics;
• classical literature;
• modern and contemporary literature;
• comparative and world literature;
• French literature;
• English literature;
• translation studies;
• terminology and lexicography;
• cultural and literary studies;
• interdisciplinary studies related to language, literature and the humanities.

The journal welcomes submissions from researchers, academics, university teachers, doctoral and postgraduate researchers, and specialists in its fields of interest.

Revue Al MU’ATHAL publishes in Arabic, English and French and issues two regular numbers annually, in June and December.

2. Open Access Policy and Transition Statement

Effective from Volume 4, Issue 1 (December 2026), Revue Al MU’ATHAL operates as a fully Open Access journal.

All scholarly articles published from this issue onward are made freely, immediately and permanently available online upon publication.

Access to published articles requires:

• no subscription;
• no reader registration;
• no payment;
• no embargo period.

Users may read, download, copy, distribute, print, search, link to the full texts, crawl them for indexing, process them as data and otherwise reuse them for lawful purposes in accordance with the applicable Creative Commons Attribution 4.0 International License (CC BY 4.0).

3. Status of Articles Published Before December 2026

Articles published before Volume 4, Issue 1 (December 2026) remain freely accessible for reading and downloading through ASJP.

However, these earlier articles remain subject to the copyright and publication conditions applicable at the time of their original publication.

They are not retrospectively licensed under CC BY 4.0, unless explicitly stated otherwise for an individual article.

Accordingly:

Before December 2026: Free to read on ASJP; original copyright and reuse conditions apply.

From December 2026 onward: Fully Open Access under CC BY 4.0.

4. Licensing Policy

All scholarly articles published from Volume 4, Issue 1 (December 2026) onward are licensed under:

Creative Commons Attribution 4.0 International – CC BY 4.0

Official license:
https://creativecommons.org/licenses/by/4.0/

Under this license, users may share, copy, redistribute, adapt, transform and build upon the published material for any lawful purpose, including commercial use, provided that:

• appropriate credit is given to the author or authors;
• the original publication in Revue Al MU’ATHAL is acknowledged;
• the CC BY 4.0 license is identified or linked;
• any modifications to the original work are indicated.

The journal imposes no additional restrictions that conflict with the terms of CC BY 4.0.

Third-party material not covered by the article’s CC BY 4.0 license must be clearly identified together with its applicable copyright and licensing conditions.

5. Copyright Policy and License to Publish

For articles published from Volume 4, Issue 1 (December 2026) onward, authors retain copyright and publishing rights in their work.

Copyright ownership is not transferred to Revue Al MU’ATHAL or to its publisher.

Authors grant the journal a non-exclusive right of first publication and authorize it to publish, distribute, archive, index and make the article publicly available under CC BY 4.0.

Authors may subsequently reuse, reproduce, distribute, archive or incorporate their published work into other scholarly works, subject to appropriate acknowledgement of the original publication.

Beginning with Volume 3, Issue 2, Revue Al MU’ATHAL therefore applies a License to Publish model rather than a Copyright Transfer Agreement.

6. Author Fees and Article Processing Charges

Publication in Revue Al MU’ATHAL is completely free of charge.

The journal charges no:

• submission fees;
• editorial processing fees;
• peer-review fees;
• Article Processing Charges (APCs);
• acceptance fees;
• publication fees;
• page charges;
• colour charges.

No payment is required from authors at any stage from submission to publication.

Financial considerations have no influence on editorial decisions.

7. Peer Review Policy

Revue Al MU’ATHAL applies a Double-Blind Peer Review process.

Under this system:

Reviewers do not know the identity of the author or authors, and authors do not know the identity of the reviewers.

Each manuscript first undergoes editorial screening to verify:

• relevance to the journal’s aims and scope;
• compliance with Author Guidelines;
• compliance with the journal template;
• scholarly and methodological quality;
• originality;
• publication-ethics compliance;
• similarity-check results.

A manuscript that passes this stage is anonymised and sent to at least two independent reviewers with expertise relevant to the subject.

Reviewers assess:

• originality;
• relevance;
• methodological soundness;
• quality of analysis;
• scholarly contribution;
• coherence of argument;
• validity of conclusions;
• relevance and accuracy of references;
• compliance with academic and ethical standards.

Reviewers may recommend:

• acceptance;
• minor revision;
• major revision and re-evaluation;
• rejection.

Where the two reviewers provide substantially conflicting recommendations, the journal may appoint a third independent reviewer.

The final publication decision is made by the Editorial Board based on the peer-review reports, the scholarly quality of the manuscript and the author’s response to requested revisions.

All manuscripts and peer-review reports are treated as confidential.

8. Plagiarism and Similarity Policy

Revue Al MU’ATHAL is committed to originality and academic integrity.

Submitted manuscripts are screened using the similarity-detection system available through ASJP.

The following thresholds are applied:

• Below 20%: the manuscript may be referred for peer review, provided that all other journal requirements are satisfied;
• 20%–29.99%: the manuscript is returned to the author for revision;
• 30% or above: the manuscript is rejected under the journal’s originality requirements.

Similarity percentages are not interpreted mechanically. The Editorial Board may examine the similarity report to distinguish properly quoted and referenced material from inappropriate textual overlap or plagiarism.

Confirmed plagiarism, fabricated citations, deliberate textual appropriation or other serious integrity violations may result in rejection, correction or retraction.

9. Publication Ethics, Authorship and Conflicts of Interest

Revue Al MU’ATHAL is committed to responsible, transparent and ethical scholarly publishing and follows recognised principles of publication ethics, including relevant guidance issued by the Committee on Publication Ethics (COPE).

The journal does not tolerate:

• plagiarism;
• fabrication or falsification of data;
• duplicate publication;
• citation manipulation;
• fraudulent or inappropriate authorship;
• manipulation of the peer-review process;
• undisclosed serious conflicts of interest.

Authorship is limited to persons who have made a substantial scholarly contribution to the research or manuscript.

Honorary, guest and gift authorship are not permitted.

Authors, reviewers and editors must disclose any financial, professional, institutional, academic or personal conflict of interest that could reasonably affect their judgment.

Editors with a conflict of interest in a manuscript must not participate in its evaluation or publication decision.

10. Editorial Independence and Editorial Board

Editorial decisions are based exclusively on scholarly merit, originality, methodological quality, relevance to the journal’s scope, ethical compliance and peer-review evidence.

Decisions are not influenced by financial, commercial, institutional, personal or other inappropriate considerations.

The names and institutional affiliations of the Editor-in-Chief and Editorial Board members are published on the journal’s official ASJP page.

Articles submitted by editors, Editorial Board members or journal reviewers receive no preferential treatment.

When an Editorial Board member submits an article, that individual:

• does not handle the manuscript;
• does not select the reviewers;
• does not participate in the editorial decision.

The article undergoes an independent peer-review process.

The journal seeks to ensure that articles authored or co-authored by editors, Editorial Board members or reviewers do not exceed 25% of the research content in either of its two most recent issues.

11. Research Misconduct, Corrections and Retractions

Allegations of research or publication misconduct are evaluated seriously, fairly and confidentially.

Where credible concerns arise, the journal may:

• request clarification or evidence from the author;
• consult reviewers or appropriate experts;
• contact the author’s institution where appropriate;
• suspend consideration of a manuscript during investigation;
• reject, correct or retract affected content as appropriate.

Where significant errors or integrity concerns are identified after publication, the journal may issue:

• a correction;
• an editorial note;
• an expression of concern;
• a retraction.

Retraction may be considered in cases including plagiarism, fabricated or falsified data, serious research misconduct, unauthorised duplicate publication or serious copyright infringement.

Where technically possible, post-publication notices remain linked to the original article.

12. Complaints and Appeals

Authors, reviewers and readers may submit complaints or appeals concerning editorial procedures, peer review, publication ethics or published content.

Complaints and appeals should be sent to:

The request should identify:

• the manuscript or published article concerned;
• the decision or issue being challenged;
• the reasons for the complaint or appeal;
• relevant supporting information.

Complaints and appeals are reviewed fairly and without retaliation.

An editor directly involved in the disputed decision should not be the sole person deciding the appeal.

Where a complaint concerns the Editor-in-Chief, it may be referred to the appropriate authority of the École Normale Supérieure de Mostaganem for independent consideration.

13. Special Issues Policy

Revue Al MU’ATHAL may publish special issues provided that their subjects fall within the journal’s aims and scope.

The Editor-in-Chief remains responsible for all journal content, including special issues.

Articles submitted to special issues undergo the same:

• editorial screening;
• similarity screening;
• ethical requirements;
• Double-Blind Peer Review;
• evaluation by at least two independent reviewers;

as articles submitted to regular issues.

Where a Guest Editor is appointed, the journal verifies the Guest Editor’s academic qualifications and ensures appropriate supervision by the Editor-in-Chief or designated Editorial Board members.

If a Guest Editor submits an article to the special issue, that editor has no role in its evaluation or publication decision.

Articles authored by Guest Editors should not exceed 25% of the research content of the special issue.

14. Self-Archiving and Electronic Archiving

For articles published under CC BY 4.0 from December 2026 onward, authors may deposit:

• the preprint;
• the Author Accepted Manuscript;
• the final published Version of Record;

in institutional, disciplinary or other scholarly repositories without an embargo period.

Authors are encouraged to cite and link to the original publication in Revue Al MU’ATHAL.

Articles published before December 2026 remain subject to the copyright conditions applicable at the time of their original publication.

The journal’s issues, article records and available full-text files are electronically hosted and archived through the Algerian Scientific Journals Platform (ASJP).

Each published article is individually accessible through its own ASJP article page and URL.

15. Artificial Intelligence and Automated Tools Policy

Revue Al MU’ATHAL supports transparent and responsible use of artificial intelligence and automated tools.

Authors must disclose substantive use of generative artificial intelligence where its use goes beyond ordinary proofreading, language correction, editing or formatting.

Authors remain fully responsible for the accuracy, integrity, originality, references and conclusions of their manuscripts.

Artificial intelligence systems:

• cannot be listed as authors or co-authors;
• cannot assume responsibility for scholarly work;
• should not be cited as scholarly sources.

Reviewers and editors must not use generative AI to generate peer-review reports or editorial decisions.

Confidential unpublished manuscripts or identifiable author information must not be uploaded to external generative AI systems where confidentiality cannot be guaranteed.

Any automated integrity-checking tools used by the journal remain subject to human verification and oversight.

1. مجلة المُؤَثَّل – Revue Al MU’ATHAL مجلة أكاديمية محكَّمة نصف سنوية تصدر عن المدرسة العليا للأساتذة بمستغانم – الجزائر منذ 2024.

تنشر المجلة البحوث الأصيلة في الأدب والنقد واللسانيات والدراسات المتداخلة ضمن العلوم الإنسانية والاجتماعية، وتشمل مجالاتها: اللغة والأدب العربي، النقد الأدبي، اللسانيات، الأدب القديم والحديث والمعاصر، الأدب المقارن والعالمي، الأدب الفرنسي والإنجليزي، الترجمة، المصطلحية والمعجمية، والدراسات الثقافية والأدبية.

ترحب المجلة بمساهمات الباحثين والأكاديميين وطلبة الدراسات العليا، وتنشر بالعربية والإنجليزية والفرنسية، وتصدر في يونيو وديسمبر.

2. سياسة الوصول المفتوح وبيان الانتقال

ابتداءً من المجلد 4، العدد 1 (ديسمبر 2026)، تعتمد مجلة المُؤَثَّل نموذج الوصول المفتوح الكامل.

تتاح جميع المقالات المنشورة من هذا التاريخ مجانًا وفورًا وبشكل دائم دون اشتراك أو تسجيل أو دفع أو فترة حظر.

ويجوز قراءة المقالات وتحميلها ونسخها وتوزيعها وطباعتها وفهرستها ومعالجتها كبيانات وإعادة استخدامها وفق رخصة CC BY 4.0.

3. وضع المقالات المنشورة قبل ديسمبر 2026

تبقى المقالات المنشورة قبل ديسمبر 2026 متاحة مجانًا للقراءة والتحميل عبر ASJP، لكنها تظل خاضعة لشروط حقوق النشر التي كانت سارية وقت نشرها.

ولا تُطبق عليها CC BY 4.0 بأثر رجعي إلا إذا نُص على ذلك صراحة.

قبل ديسمبر 2026: قراءة مجانية مع بقاء شروط الحقوق الأصلية.
من ديسمبر 2026: وصول مفتوح كامل بموجب CC BY 4.0.

4. سياسة الترخيص

تُنشر المقالات ابتداءً من المجلد 4، العدد 1 (ديسمبر 2026) بموجب:

تسمح الرخصة بالمشاركة والنسخ والتوزيع والتكييف وإعادة الاستخدام، بما في ذلك التجاري، شريطة:

• نسب العمل إلى المؤلف؛
• ذكر النشر الأصلي في مجلة المُؤَثَّل؛
• الإشارة إلى الرخصة؛
• بيان أي تعديلات أُجريت.

وتخضع المواد المملوكة لأطراف ثالثة لشروطها الخاصة إذا لم تشملها الرخصة.

5. سياسة حقوق النشر وترخيص النشر

ابتداءً من ديسمبر 2026، يحتفظ المؤلفون بحقوق النشر وحقوق نشر أعمالهم، ولا تنتقل ملكيتها إلى المجلة أو الناشر.

ويمنح المؤلف المجلة حقًا غير حصري في النشر الأول مع السماح لها بالنشر والتوزيع والأرشفة والفهرسة والإتاحة تحت CC BY 4.0.

وتعتمد المجلة نموذج License to Publish بدلًا من Copyright Transfer Agreement.

6. رسوم المؤلفين ورسوم معالجة المقالات

النشر في مجلة المُؤَثَّل مجاني بالكامل.

لا تفرض المجلة أي رسوم للتقديم أو التحرير أو التحكيم أو معالجة المقالات APCs أو القبول أو النشر أو الصفحات أو الألوان.

ولا تؤثر الاعتبارات المالية في القرارات التحريرية.

7. سياسة التحكيم العلمي

تعتمد المجلة نظام التحكيم العلمي المزدوج التعمية (Double-Blind Peer Review)، بحيث لا يعرف المحكم هوية المؤلف، ولا يعرف المؤلف هوية المحكم.

يخضع المقال أولًا لفحص تحريري يشمل المجال، القالب، الجودة العلمية، الأصالة، أخلاقيات النشر ونتيجة فحص التشابه.

ثم يُرسل المقال إلى محكمين مستقلين اثنين على الأقل.

وتشمل نتائج التحكيم:

• القبول؛
• تعديلات طفيفة؛
• تعديلات جوهرية وإعادة التقييم؛
• الرفض.

وعند اختلاف المحكمين يمكن اللجوء إلى محكم ثالث مستقل.

وتتخذ هيئة التحرير القرار النهائي، مع الحفاظ على سرية المقالات وتقارير التحكيم.

8. سياسة الانتحال والتشابه

تخضع المقالات لفحص التشابه عبر نظام ASJP.

• أقل من 20%: يمكن إحالة المقال للتحكيم إذا استوفى بقية الشروط.
• 20%–29.99%: يُعاد للمؤلف للمراجعة.
• 30% أو أكثر: يُرفض وفق سياسة الأصالة.

ولا تعتمد النسبة آليًا وحدها؛ إذ تفحص هيئة التحرير طبيعة التشابه والتوثيق.

وقد يؤدي ثبوت الانتحال أو التلاعب العلمي إلى الرفض أو التصحيح أو السحب.

9. أخلاقيات النشر والتأليف وتضارب المصالح

تلتزم المجلة بمبادئ النشر العلمي المسؤول وإرشادات COPE ذات الصلة.

ولا تتسامح مع الانتحال، تزوير البيانات، النشر المكرر، التلاعب بالاستشهادات أو التحكيم، التأليف غير المشروع أو تضارب المصالح غير المعلن.

يقتصر التأليف على من قدم مساهمة علمية حقيقية، ويجب على المؤلفين والمحكمين والمحررين الإفصاح عن أي تضارب مصالح.

10. الاستقلال التحريري وهيئة التحرير

تُتخذ القرارات التحريرية وفق القيمة العلمية والأصالة والمنهجية والتحكيم وأخلاقيات النشر، دون تأثير مالي أو تجاري أو شخصي.

تُنشر أسماء أعضاء هيئة التحرير وانتماءاتهم على صفحة المجلة في ASJP.

ولا يحصل أعضاء الهيئة على معاملة تفضيلية، وإذا قدم أحدهم مقالًا فلا يشارك في معالجته أو اختيار محكميه أو قرار نشره.

وتحرص المجلة على ألا تتجاوز المقالات التي يشارك فيها المحررون أو أعضاء الهيئة أو المحكمون 25% من المحتوى البحثي في أي من العددين الأخيرين.

11. سوء السلوك البحثي والتصحيحات والسحب

تتعامل المجلة بجدية وسرية مع أي ادعاء بسوء السلوك البحثي أو النشري.

ويجوز لها طلب توضيحات أو أدلة، استشارة خبراء، التواصل مع مؤسسة المؤلف، تعليق التقييم، أو اتخاذ قرار بالرفض أو التصحيح أو السحب.

وعند اكتشاف مشكلات بعد النشر، قد تصدر المجلة:

• تصحيحًا؛
• ملاحظة تحريرية؛
• بيان قلق؛
• سحبًا للمقال.

12. الشكاوى والاستئنافات

يمكن للمؤلفين والمحكمين والقراء تقديم الشكاوى أو الاستئنافات إلى:

ويجب تحديد المقال أو القرار محل الاعتراض وأسبابه والمعلومات الداعمة.

وتُراجع الشكاوى بعدل واستقلال، وإذا تعلقت برئيس التحرير يمكن إحالتها إلى الجهة المختصة في المدرسة العليا للأساتذة بمستغانم.

13. سياسة الأعداد الخاصة

يجوز للمجلة إصدار أعداد خاصة ضمن مجالها العلمي.

ويظل رئيس التحرير مسؤولًا عنها، وتخضع مقالاتها لنفس الفحص والتحكيم المزدوج والتقييم بواسطة محكمين مستقلين اثنين على الأقل.

ويخضع المحرر الضيف لإشراف هيئة التحرير، ولا يشارك في تقييم مقاله إذا قدم مساهمة للعدد الخاص.

ولا ينبغي أن تتجاوز مقالات المحررين الضيوف 25% من المحتوى البحثي للعدد الخاص.

14. الأرشفة الذاتية والأرشفة الإلكترونية

بالنسبة إلى المقالات المنشورة تحت CC BY 4.0 ابتداءً من ديسمبر 2026، يجوز للمؤلفين إيداع النسخة الأولية، والنسخة المقبولة، والنسخة النهائية المنشورة في المستودعات العلمية دون فترة حظر.

وتظل المقالات السابقة خاضعة لشروط حقوقها الأصلية.

وتُستضاف المقالات والأعداد وتُؤرشف إلكترونيًا عبر ASJP، مع صفحة ورابط مستقلين لكل مقال.

15. سياسة الذكاء الاصطناعي والأدوات الآلية

يجب على المؤلفين الإفصاح عن الاستخدام الجوهري للذكاء الاصطناعي التوليدي إذا تجاوز التدقيق والتحرير والتنسيق.

ويتحمل المؤلفون المسؤولية الكاملة عن الدقة والأصالة والمراجع والنتائج.

ولا يجوز اعتبار أدوات الذكاء الاصطناعي مؤلفًا أو الاستشهاد بها كمصدر علمي.

كما لا يجوز للمحكمين أو المحررين استخدامها لإعداد تقارير التحكيم أو القرارات التحريرية، أو رفع المخطوطات السرية إلى أنظمة لا تضمن السرية.

ويظل أي استخدام للأدوات الآلية خاضعًا للإشراف البشري.
