Navigating The Digital ''infodemic'':scientific Communication, Openness, And Governance In The 21st Century

Abstract
This report examines the complex challenges and opportunities facing scientific and technical communication in the digital age. The report is structured around five core themes: the evolution of scientific information practices, the management of digital data and the role of artificial intelligence, the changing professional ethics of science communication, the influence of public policy and digital sovereignty, and a detailed case study of Algeria. It argues that while digitalization offers unprecedented opportunities for open access and global collaboration, it also exacerbates systemic issues such as misinformation, a "crisis of mediators," and the tension between open data and national sovereignty. The report concludes with recommendations aimed at fostering a more resilient and trustworthy scientific ecosystem تتناول هذه الدراسة التحديات والفرص المعقدة التي تواجه التواصل العلمي والتقني في العصر الرقمي. ينظم التقرير حول خمسة محاور أساسية: تطور ممارسات المعلومات العلمية، وإدارة البيانات الرقمية ودور الذكاء الاصطناعي، والأخلاقيات المهنية المتغيرة للتواصل العلمي، وتأثير السياسة العامة والسيادة الرقمية، ودراسة حالة مفصلة عن الجزائر. يجادل التقرير بأنه على الرغم من أن الرقمنة تقدم فرصًا غير مسبوقة للوصول المفتوح والتعاون العالمي، فإنها تفاقم أيضًا قضايا نظامية مثل المعلومات المضللة، و"أزمة الوساطة"، والتوتر بين البيانات المفتوحة والسيادة الوطنية. يختتم التقرير بتقديم توصيات تهدف إلى تعزيز نظام علمي أكثر مرونة وجدارة بالثقة.
