Electronic Governance In Higher Education: An Analytical Examination Of The Challenges Of Digital Transformation

Abstract
This study examines the challenges associated with the implementation of e-governance in education, particularly in developing countries: weak digital infrastructure, a pronounced digital divide, and cybersecurity and privacy concerns. Despite these challenges, the aim of the study is to analyze how e-governance can enhance the quality of education and improve transparency and efficiency within educational systems. The study highlights the lack of infrastructure, including unreliable internet, which hinders the effective integration of digital tools in education. It also addresses resistance to change from some educators and administrators, which poses a significant barrier to digital transformation. To address these issues, the study offers recommendations, including investments in digital infrastructure, enhanced digital literacy for teachers and students, and the implementation of robust data protection strategies to improve the effectiveness of e-governance in education تتمثل مشكلة الدراسة في التحديات التي تواجه تطبيق الحوكمة الإلكترونية في التعليم، لا سيما في الدول النامية، مثل ضعف البنية التحتية الرقمية، والانقسام الرقمي، ومخاوف الأمان والخصوصية. ورغم هذه التحديات، فإن الهدف من هذه الدراسة هو تحليل كيف يمكن أن تسهم الحوكمة الإلكترونية في تحسين جودة التعليم وزيادة الشفافية والكفاءة داخل الأنظمة التعليمية. كما تشير الدراسة أيضا إلى أن العديد من المؤسسات التعليمية تعاني من نقص في البنية التحتية مثل الإنترنت المتقطع، مما يعيق استخدام الأدوات الرقمية في العملية التعليمية. كما تتناول مقاومة التغيير من بعض المعلمين والإداريين، والتي تشكل عائقًا آخر أمام التحول الرقمي. تسعى الدراسة إلى تقديم توصيات مثل استثمار الحكومات في البنية التحتية الرقمية، تعزيز المهارات الرقمية للمعلمين والطلاب، وتطبيق استراتيجيات قوية لحماية البيانات، بهدف تحسين فاعلية الحوكمة الإلكترونية في التعليم العالي
