Government Policies For Digital Transformation As A Catalyst For Artificial Intelligence Adoption And Their Impact On The Digital Skills Gap, Innovation, And Startups: An Analytical Study Of The Objectives Of Algeria's National Digital Transformation Strategy 2025-2030

Abstract

تهدف الدراسة إلى تقييم الاستراتيجية الوطنية للتحول الرقمي في الجزائر (2025-2030) من خلال فحص تأثيرها على تبني الذكاء الاصطناعي المهارات الرقمية، الابتكار، ونمو المؤسسات الناشئة، مع التركيز على أوجه القصور والتحديات. أكدت الدراسة أن الاستراتيجية تعتمد على تحديث المناهج وبرامج التدريب لتعزيز المهارات الرقمية، لكنها قد تغفل برامج إعادة تأهيل واسعة للقوى العاملة الحالية. كما أنها تساهم في تحفيز الابتكار عبر توفير البنية التحتية ورقمنة الإدارة، لكن مساهمتها الفعلية محدودة بسبب إغفالها جوانب أساسية في بيئة الابتكار مثل الإطار التنظيمي والتمويل. وختاماً، خلصت الدراسة إلى أن الاستراتيجية تفتقر إلى الواقعية والخطط التنفيذية المحددة، مما يتطلب وضع خطط واقعية، وتعزيز الشراكات، وتحديد الأولويات، وإعداد سياسات للشمول الرقمي لضمان تحقيق أهدافها. Abstract: The study aims to evaluate Algeria's national digital transformation strategy (2025-2030) by examining its impact on the adoption of artificial intelligence, digital skills, innovation, and the growth of start-ups, with a focus on shortcomings and challenges. The study confirmed that the strategy relies on updating curricula and training programmes to enhance digital skills, but it may overlook extensive retraining programmes for the current workforce. It also contributes to stimulating innovation by providing infrastructure and digitising administration, but its actual contribution is limited due to its neglect of fundamental aspects of the innovation environment, such as the regulatory framework and financing. In conclusion, the study found that the strategy lacks realism and specific implementation plans, requiring the development of realistic plans, the strengthening of partnerships, the setting of priorities, and the preparation of policies for digital inclusion to ensure that its objectives are achieved.
