Governance Of Digital Universities In The Context Of The Progress System: A Theoretical Study

Abstract
This theoretical study explores the governance mechanisms of digital universities within the framework of the Progress System, a model emphasizing continuous improvement and technological integration in higher education. The paper examines key governance dimensions, including leadership structures, accountability, policy-making, and strategic alignment with digital transformation objectives. Drawing on established governance theories and models, the study highlights how digital universities must balance innovation with institutional oversight to ensure quality, equity, and sustainability. It emphasizes the role of data-driven decision-making, stakeholder participation, and adaptive policies in supporting effective governance. The analysis also considers the challenges posed by rapid technological change, including issues of digital equity, infrastructure, and regulatory compliance. By situating digital university governance within the Progress System, the study provides a conceptual framework for guiding institutional leaders, policymakers, and educators in shaping governance practices that are responsive, transparent, and aligned with long-term educational goals. The findings contribute to the growing body of literature on digital education governance and offer theoretical insights applicable to both emerging and established digital higher education institutions. ملخص: تتناول هذه الدراسة النظرية آليات الحوكمة في الجامعات الرقمية ضمن إطار نظام التقدم، وهو نموذج يركز على التحسين المستمر والتكامل التكنولوجي في التعليم العالي. تستعرض الورقة الأبعاد الرئيسة للحوكمة، بما في ذلك هياكل القيادة، والمساءلة، وصنع السياسات، والمواءمة الاستراتيجية مع أهداف التحول الرقمي. واستنادًا إلى نظريات ونماذج الحوكمة الراسخة، تسلط الدراسة الضوء على ضرورة توازن الجامعات الرقمية بين الابتكار والرقابة المؤسسية لضمان الجودة والعدالة والاستدامة. كما تؤكد على دور اتخاذ القرار المستند إلى البيانات، ومشاركة أصحاب المصلحة، والسياسات التكيفية في دعم الحوكمة الفعّالة. وتتناول الدراسة أيضًا التحديات التي تفرضها وتيرة التغير التكنولوجي السريع، بما في ذلك قضايا العدالة الرقمية، والبنية التحتية، والامتثال التنظيمي. ومن خلال وضع حوكمة الجامعات الرقمية ضمن سياق نظام التقدم، تقدم الدراسة إطارًا مفاهيميًا يوجّه القادة المؤسسيين وصناع السياسات والمربين نحو ممارسات حوكمة تتسم بالاستجابة والشفافية والتوافق مع الأهداف التعليمية طويلة المدى. وتُسهم النتائج في إثراء الأدبيات المتنامية حول حوكمة التعليم الرقمي، وتقدم رؤى نظرية قابلة للتطبيق في مؤسسات التعليم العالي الرقمية الناشئة والراسخة على حدٍ سواء.
