Abstract
تتناول هذه الدراسة التحولات القانونية في الأنظمة الديمقراطية وغير الديمقراطية استجابة للأزمات السياسية والاجتماعية. في الأنظمة الديمقراطية، تتميز التحولات القانونية بالشفافية والشمولية وحماية حقوق الأفراد. تكون التعديلات القانونية مدفوعة بمطالب الجمهور واحتياجات المجتمع، حيث تلعب المؤسسات القانونية مثل المحاكم والبرلمانات دورًا حاسمًا في ضمان مسؤولية القوانين. بالمقابل، تستخدم الأنظمة غير الديمقراطية التحولات القانونية بشكل رئيسي للحفاظ على السلطة وقمع المعارضة من خلال القوانين القمعية والمؤسسات القانونية المتحكم بها. في حين يتكيف القانون في الأنظمة الديمقراطية مع التغيرات الاجتماعية، فإن الأنظمة غير الديمقراطية تسيء استخدام القانون للحفاظ على السيطرة. تسلط المقارنة الضوء على كيفية دعم الأنظمة القانونية للقيم الديمقراطية أو تقويضها. This study examines the legal transformations in democratic and non-democratic systems in response to political and social crises. In democratic systems, legal reforms are characterized by transparency, inclusivity, and the protection of individual rights. Legal changes are often driven by public demands and societal needs, with institutions like courts and parliaments playing critical roles in ensuring laws are accountable. In contrast, non-democratic regimes use legal reforms primarily to maintain power and suppress opposition, often through repressive laws and controlled legal institutions. While democratic systems adapt laws to societal changes, non-democratic regimes manipulate the law to maintain control. This comparison highlights how legal systems can either support or undermine democratic principles and human rights
