تبني الذكاء الاصطناعي في الإدارة العمومية الجزائرية: فرص وتحديات

Abstract
هدف هذا البحث إلى معرفة أهم التحديات التي تواجه الإدارة العمومية الجزائرية في مسعى تبني الذكاء الاصطناعي، لما يوفره من فرص كبيرة لتحسين أداء برامجها وخدماتها، و تطوير أدوات التسيير و تحسين كفاءتها في تسيير الشأن العام، صناعة الخدمات العمومية، واعداد وتنفيذ السياسات العمومية. بينت النتائج أن الادارة العمومية الجزائرية تواجهه تحديات عديدة ومتعددة الأبعاد: تحديات تتعلق بتجميع، تخزين، جودة، تجانس وحماية. المعطيات، تحديات تنظيمية وتسييرية، تحديات تتعلق بتوفر التكنولوجيا والكفاءات، تحديات أخلاقية وأمنية، اجتماعية وسياسية، مالية واقتصادية، وتحديات استراتيجية. This research aims to identify the most important challenges facing the Algerian public administration in its efforts to adopt artificial intelligence, given the significant opportunities it provides to improve the performance of its programs and services, develop management tools, and enhance its efficiency in managing public affairs, creating public services, and preparing and implementing public policies. The results revealed that Algerian public administration faces numerous multidimensional challenges: challenges related to the collection, storage, quality, homogeneity, and protection of data; organizational and managerial challenges; challenges related to the availability of technology and skills; ethical and security challenges; social and political challenges; financial and economic challenges; and strategic challenges.
