Reflections Of Digitalization On The Effectiveness Of Tax Supervision And Enhancement Of Tax Collection: A Case Study Of The Tax Directorate Of Chlef Province

Abstract
Abstract: This investigation delves into the critical aspects of the digital revolution in tax management and the intensification of tax monitoring, emphasizing their contributions to boosting tax revenue collection in Algeria, particularly within the Tax Directorate of Chlef Province. The urgency to overhaul and digitize tax administration stems from its crucial role as the foundation of the administrative framework, particularly amid the ongoing surge in technological innovations in information and communication sectors. The results of this analysis highlight that digitalization not only markedly enhances the service quality provided to tax contributors but also amplifies the transparency of taxation processes. Moreover, the transition to digital tax management notably augments the efficiency of tax oversight and escalates tax revenues by simplifying processes and reducing both time and effort required. Despite these benefits, the adoption of digital initiatives in Chlef Province remains behind compared to other areas. Present initiatives are aimed at hastening the digital evolution and expanding its implementation across all taxation authorities to improve future productivity and efficacy. ملخص: هدفت هذه الدراسة إلى استعراض المفاهيم المتعلقة برقمنة الإدارة الجبائية، وفعالية الرقابة الجبائية، ودورها في تعزيز مستويات التحصيل الضريبي في الجزائر وهذا بالتطبيق على مستوى مديرية الضرائب لولاية الشلف، وهذا راجع للضرورة الملحة بإصلاح ورقمنه الإدارة الجبائية باعتبارها العمود الفقري للنسيج الإداري وخاصة في ظل التطور الحاصل في بيئة الأعمال بفعل التطور التكنولوجي المستمر في مجال المعلومات والاتصال. وقد توصلت الدراسة إلى أن الرقمنة تساهم بشكل كبير وفعال في تحسين جودة الخدمات المقدمة للمكلفين بالضريبة بالإضافة إلى زيادة مستوى الشفافية في العمليات الضريبية، كما تساهم رقمنة الإدارة الجبائية أيضا في تحسين عملية الرقابة الجبائية ورفع الحصيلة الضريبية من خلال تبسيط الإجراءات وتقليل الوقت والجهد، إلا أن ولاية الشلف لا تزال تشهد تأخرا ملحوظا في تطبيق الرقمنة مقارنة بسابقاتها من الولايات الأخرى، وحتى هذه اللحظة تسعى لتسريع عملية الرقمنة وتعميمها وعلى كافة الإدارات الجبائية لمزيد من الكفاءة والفعالية في المستقبل.
