Values And Institutional Changes In Arab Societies: Between The Challenges Of Globalization And The Reshaping Of Collective Identity

Abstract
This paper examines the intellectual transformations in Arab societies as a complex response to the social, political, and cultural changes brought about by globalization and modernization. It analyzes how these shifts have reshaped value systems and collective identity, particularly in relation to the evolving roles of women, family structures, education, and youth aspirations. The study highlights the cultural and ideological tensions arising from the inability of traditional institutions to adapt to rapid changes, leading to generational divides and societal challenges. However, it argues that these transformations also present an opportunity for societal renewal—provided they are met with conscious policy-making and effective institutional reforms. Using a critical analytical approach, the paper draws on qualitative and quantitative data to assess these dynamics. It concludes with policy recommendations aimed at fostering social cohesion while navigating the pressures of globalization and preserving cultural authenticity. تُعنى هذه الورقة البحثية بالتحولات الفكرية في المجتمعات العربية بوصفها استجابة مركبة للتغيرات الاجتماعية والسياسية والثقافية التي أفرزتها العولمة والحداثة. وتتناول بالتحليل الكيفية التي أعادت فيها هذه التحولات تشكيل النسق القيمي والهوية الجمعية، لا سيما فيما يتعلق بالأدوار المتطورة للمرأة، وبنى الأسرة، والمنظومة التعليمية، وتطلعات الشباب. وتسلط الدراسة الضوء على التوترات الثقافية والأيديولوجية الناشئة عن عجز المؤسسات التقليدية عن مسايرة متغيرات العصر، مما أدى إلى هوة بين الأجيال وتحديات مجتمعية. غير أنها تؤكد في المقابل أن هذه التحولات تمثل فرصة للتجديد المجتمعي، شريطة أن تواجهها صانع القرار بسياسات واعية وإصلاحات مؤسسية فعالة. واعتماداً على منهجية تحليلية نقدية، تستند الورقة إلى معطيات نوعية وكمية لتقييم هذه الديناميات. وتختتم بتقديم جملة من التوصيات السياساتية التي تهدف إلى تعزيز التماسك الاجتماعي، مع توازن دقيق بين ضغوط العولمة من جهة، والحفاظ على الأصالة الثقافية من جهة أخرى.
