الملخص

تعالج هذه الورقة البحثية موضوع تدخّل مجلس الأمن في ليبيا عام (2011م) لفرض احترام حقوق الإنسان، استناداً لقراري مجلس الأمن رقم (1970/2011م) و القرار رقم (1973/2011م)، الذي أعطى للتدخّل الغطاء الإنساني من أجل حماية المدنيين ، وفي نفس الوقت توسع مجلس الأمن في تكييف الوضع في ليبيا بأنه يهدّد السّلم والأمن الدوليين . فهل كان الوضع الإنساني في ليبيا وانتهاك حقوق الإنسان على درجة كبيرة من الجسامة يستوجب فيه التدخّل. فكان الأمر في سلطة مجلس الأمن اللاّ محدودة في وصف النزاع الليبي تحت طائلة المفهوم الإنساني بسبب تدهور الوضع الإنساني أثناء الأزمة الليبية، فضلاً عن تكييف النّزاع بأنه يهدّد السّلم والأمن الدوليين، فبنظام الأمن الجماعي؛ قرّر مجلس الأمن الحفاظ على السّلم والأمن الدوليين حتى وإن كان النزاع شأنا داخليا. Abstract: This research paper addresses the issue of the Security Council’s intervention in Libya in (2011) to impose respect for human rights, based on Security Council Resolutions No. (1970/2011) and Resolution No. (1973/2011), which gave the intervention humanitarian cover in order to protect civilians, and at the same time It was time for the Security Council to adapt the situation in Libya as a threat to international peace and security. Was the humanitarian situation in Libya and the violation of human rights so serious that it required intervention? The Security Council's authority was not limited to describing the Libyan conflict under the humanitarian concept due to the deterioration of the humanitarian situation during the Libyan crisis, in addition to conditioning the conflict as threatening international peace and security, so the collective security system; The Security Council decided to maintain international peace and security even if the conflict is an internal matter
