الملخص

ملخص: لم يتوقّف سعي المجتمع الدولي فيما يتعلق بمعالجة مسألة انتهاكات حقوق الإنسان عند حدّ فرضه باللجوء إلى الوسائل التقليدية المتعلّقة باستخدام القوة في العلاقات الدولية، خاصة بعد أن أثبتت هذه الأخيرة فشلها في العديد من الممارسات السابقة لمجلس الأمن في هذ المجال، وإنما سعت إلى إقرار تدابير أكثر فعالية من شأنها كفالة وحماية حقوق الضحايا في الدول التي تعاني من الأزمات الإنسانية، وذلك من خلال توعية الدول بضرورة اتخاذ كافة الاحتياطات اللازمة، وتحمل مسؤولياتها المتعلّقة بحماية مواطنيها، حيث لايتم بموجب هذه التدابير اللجوء إلى استخدام القوة إلاّ بعد استنفاذ كل الطرق السلمية المؤديّة لمعالجة الأزمة. Abstract: The efforts of the International Community to Resolve the Problem of Human Rights Violations have not been Limited to Imposing it by Resorting to the Traditional means Associated with the use of Force in International Relations, Especially after the latter has proven its failure in many previous practices of the Security Council in this Field. Rather, it sought to adopt more Effective Measures that Would Guarantee and Protect the Rights of Victims in Countries Suffering from Humanitarian crises, by Raising Awareness Among Countries of the Need to Take all Necessary Precautions and Assume their Responsibilities Related to the Protection of their Citizens, Given that the use of Force is used only after Exhaustion of all Peaceful Means to Deal with the Crisis.
