The global transformations resulting from the spread of modern concepts in political and administrative literature, such as democracy, human rights, and civil society, generally indicate a reduction in the traditional role of the state and a redistribution of roles to new institutions, especially civil society, which is considered a primary means of popular participation and influence on political decision-making. The importance of studying civil society lies in understanding the relationship between the state and society, as this relationship contributes to strengthening the democratic character of state institutions through the consolidation of social accountability and the dissemination of civic culture, thus enhancing positive interaction between the government and society.
