Abstract
Abstract This study seeks to analyze the theoretical approaches that explain the impact of internal environmental factors on public policy-making, by deconstructing the structural, institutional, political, and social dimensions that constitute the internal environment of the state. These factors are not merely circumstantial determinants but represent a structural framework that guides the decision-making process and shapes policy priorities. The significance of these theoretical approaches lies in clarifying how elites and institutions interact with internal conditions, and in uncovering the dynamics of power and balances that influence policy effectiveness. By adopting a descriptive-analytical method, the research aims to provide a deeper understanding of the relationship between the internal environment and public policies, and to highlight how these factors can be leveraged to enhance the effectiveness and efficiency of public policy. Keywords: Internal environment; Public policy-making; Elites; Theoretical approaches. ملخص: تسعى هذه الدراسة إلى تحليل المقاربات النظرية المفسرة لتأثير عوامل البيئة الداخلية على صنع السياسات العامة، وذلك من خلال تفكيك الأبعاد البنيوية والمؤسساتية والسياسية والاجتماعية التي تشكل البيئة الداخلية للدولة. فهذه العوامل لا تقتصر على كونها محددات ظرفية، بل تمثل إطارا بنيويا يوجه عملية صنع القرار ويؤثر على تحديد الأولويات العامة. وتبرز أهمية هذه المقاربات النظرية في توضيح كيفية تفاعل النخب والمؤسسات مع المعطيات الداخلية، وفي الكشف عن ديناميكيات القوة والتوازنات التي تتحكم في فعالية السياسات. وباعتماد منهج وصفي-تحليلي، يهدف البحث إلى تقديم فهم أعمق للعلاقة بين البيئة الداخلية والسياسات العامة، وإبراز الكيفية التي يمكن من خلالها استثمار هذه العوامل لتعزيز فعالية ونجاعة السياسات العامة. الكلمات المفتاحية: البيئة الداخلية؛ صنع السياسات العامة؛ النخب؛ المؤسسات؛ المقاربات النظرية. Résumé: Cette étude vise à analyser les approches théoriques expliquant l’impact des facteurs de l’environnement interne sur l’élaboration des politiques publiques, en déconstruisant les dimensions structurelles, institutionnelles, politiques et sociales qui composent l’environnement interne de l’État. Ces facteurs ne se limitent pas à de simples déterminants circonstanciels, mais constituent un cadre structurel orientant le processus décisionnel et influençant la définition des priorités politiques. L’importance de ces approches théoriques réside dans la clarification des interactions entre les élites et les institutions avec les conditions internes, ainsi que dans la mise en évidence des dynamiques de pouvoir et des équilibres qui conditionnent l’efficacité des politiques. En adoptant une méthodologie descriptive et analytique, la recherche cherche à approfondir la compréhension de la relation entre l’environnement interne et les politiques publiques, et à montrer comment ces facteurs peuvent être mobilisés afin de renforcer l’efficacité et l’efficience de l’action publique.
