The Interplay Between Public Policy And Development Dimensions: A Theoretical And Analytical Approach

Abstract
Public policies represent a fundamental instrument for stimulating development within states, as they are designed to achieve economic and social objectives that respond to citizens’ needs. However, the implementation of these policies often encounters multiple challenges—both internal and external—that hinder the achievement of developmental goals and threaten the stability of development processes. These obstacles require governments to continuously adapt their policy frameworks in response to changing conditions. Therefore, there is a persistent need to adopt flexible strategies in the formulation and implementation of public policies, capable of addressing challenges to ensure comprehensive and sustainable development. تمثل السياسات العامة أداةً أساسية لتحفيز التنمية داخل الدول، إذ يتم تصميمها لتحقيق أهداف اقتصادية واجتماعية تستجيب لاحتياجات المواطنين. ومع ذلك، غالباً ما تواجه عملية تنفيذ هذه السياسات تحديات متعددة—داخلية وخارجية—تعرقل تحقيق الأهداف التنموية وتهدد استقرار مسارات التنمية. وتتطلب هذه العراقيل من الحكومات التكيف المستمر مع الأوضاع المتغيرة من خلال تعديل أطر السياسات. لذلك، تبرز الحاجة الملحة إلى تبني استراتيجيات مرنة في صياغة وتنفيذ السياسات العامة، تكون قادرة على مواجهة التحديات بما يضمن تحقيق تنمية شاملة ومستدامة.
