الملخص
لعل الدارس والمتمعن في تطور الفكر السياسي يلاحظ نوع من التناوب أو الصراع للأدوار بين الدولة والفرد، وذلك عبر المحطات الجغرافية والتاريخية والحضارية التي عرفتها البشرية، وقد دعمت هذه المحطات الفرد على حساب الدولة تارة والعكس تارة أخرى، لذا تهدف هذه الورقة البحثية لتوضيح وتفسير هذا التناوب أو الصراع، لتبيان حقيقته أهو تناوب عفوي أم هو صراع حقيقي غذته تطورات اجتماعية ـ فكرية ـ سياسية، أم هو نتيجة التطورات التكنولوجية ووسائل الإعلام والاتصال. تأسست الدولة عندما انتقل المجتمع من الحالة الطبيعية الى الحالة الاصطناعية أو المدنية، نتيجة نمو حب التملك والطمع في نفوس الأفراد، لذا جاءت الدولة كعلاج لهذا الشر المتأصل في الإنسان، ومنذ ذلك الزمن وصراع وتناوب الدور بين الدولة والفرد ما فتئ يطفوا على السطح بسبب العديد من العوامل الداخلية والخارجية ... وهي النتائج التي توصلنا إليها في هذه الدراسة، كما قدمنا استشرافا لمستقبل هذا الصراع أو التناوب في ظل العولمة Perhaps who studies the development of political thought will notice a kind of alternation or conflict of roles between the state and the individual, across the geographical, historical, cultural that humanity has known. The state was established when society moved from a natural state to an artificial or civil state, as a result of the growth of the love of possession and greed in the souls of individuals Therefore, the state came as a cure for this evil, and since that time, the conflict and alternation of roles between the state and the individual has continued to increase due to many..Of the internal and external factors..these are the results we reached in this study. We also presented an outlook on the future of this conflict or alternation, especially in light of globalization
