This study develops a theoretical and applied framework for managing stuttering among primary school children. It examines stuttering as a speech fluency disorder marked by repetitions, prolongations, and blocks. These signs may be accompanied by physical and emotional reactions, such as eye blinking, muscular tension, shyness, and avoidance of speaking situations. The study also reviews its psychological, educational, social, genetic, neurological, environmental, and linguistic dimensions. It draws on Arabic studies about stuttering, bilingualism, clinical treatment, and academic achievement. The study adopts a descriptive analytical approach. It also proposes a quasi-experimental design based on pre-test, post-test, and follow-up measures. The proposed ten-week program includes speech-language assessment, fluency training, breathing regulation, rhythmic speech, shadowing, behavioral reinforcement, family counseling, and classroom adaptation. The study concludes that comprehensive intervention involving the child, family, and teacher is more suitable than isolated speech drills.
