الملخص
هدفت هذه الدراسة إلى تحليل مضمون الاستراتيجية الوطنية للتحول الرقمي، في الجزائر وقراءة أبعادها في تطبيق تحول رقمي شامل، على ضوء رؤية الجزائر الرقمية2030،واعتمدت الدراسة على المنهج الوصفي التحليلي مستغلة الأدبيات النظرية، وتحليل مضمون وثيقة رسمية، وقد خلصت الدراسة أن الاستراتيجية الوطنية للتحول الرقمي كفيلة بتجسيد التحول الرقمي الشامل لتصبح الجزائر رائدا رقميا في افريقيا شرط أن تسارع في انجاز المشاريع المخططة من المحافظة السامية للرقمنة، ومنها مخططات متابعة وتجسيد التحول الرقمي وقانون الرقمنة والجهاز الوطني لأمن الأنظمة المعلوماتية. This study aims to analyze the content of Algeria’s National Digital Transformation Strategy and to explore its dimensions in implementing a comprehensive digital transformation in light of the Algeria Digital Vision 2030. The study adopts a descriptive-analytical approach, drawing on theoretical literature and content analysis of an official policy document. The findings indicate that the National Digital Transformation Strategy has the potential to achieve a comprehensive digital shift and position Algeria as a digital leader in Africa, provided that the planned projects are swiftly implemented by the High Commission for Digitalization. These include follow-up and implementation plans for digital transformation, the Digitalization Law, and the National Cybersecurity Framework.
