الملخص
في إطار سعي الجزائر لتحديث مؤسساتها عبر تبني الرقمنة، أطلقت منتصف ماي 2025 الاستراتيجية الوطنية للتحول الرقمي "من أجل جزائر رقمية 2030"، بإشراف المحافظة السامية للرقمنة. تهدف هذه الدراسة إلى تحليل هذه الاستراتيجية لرصد مؤشرات تحقيق العدالة الرقمية، اجتماعيًا ومعلوماتيًا، بما يضمن المساواة في الوصول إلى الخدمات والمعرفة الرقمية. وتخلص الدراسة إلى أن الرؤية طموحة، لكنها تواجه تحديات واقعية أبرزها؛ قصر الفترة الزمنية، وضعف الجاهزية من حيث البنى التحتية، والكوادر البشرية، والإطار القانوني، ومستوى الحوكمة. وكنتيجة رئيسية فإن ضمان نجاح رؤية الجزائر الرقمية آفاق سنة 2030 يرتبط بفعالية تعزيز الاستثمار، محاربة الأمية الرقمية، وضمان حماية البيانات الشخصية.. As part of Algeria’s efforts to modernize its institutions through the adoption of digitalization, the National Digital Transformation Strategy, “For a Digital Algeria 2030,” was launched in mid-May 2025 under the supervision of the High Commission for Digitalization. This study aims to analyze this strategy by identifying indicators for achieving digital justice, both socially and informationally, in a way that ensures equality in access to digital services and knowledge. The study concludes that the vision is ambitious; however, it faces realistic challenges, most notably the short timeframe and insufficient readiness in terms of infrastructure, human resources, the legal framework, and the level of governance. As a key outcome, ensuring the success of Algeria’s Digital Vision: Horizons 2030 depends on the effectiveness of strengthening investment, combating digital illiteracy, and ensuring the protection of personal data.
