Abstract
the circumstances endanger it with an eye to reconstruction rather than destroying the elements of life in them. This goal will not be achieved unless the countries that suffer from environmental problems work to pursue the organizational tools that must reduce this by employing economic tools and decreasing dependence on basic environment policy instruments to protect the environment in light of the trend towards sustainable development. given their effectiveness and efficiency compared to other tools, the kind that they involve features that exceed their faults and provide a vow in cost and administrative effort. The attainment of the desired goal also requires avoiding some improper practices that are used at present, in addition to its absorption of a vital part of the state's revenues, which could be better allocated to other critical areas, its detrimental impacts on the environment, such as government spending curricula, and support policies for some natural resources as energy, water.
