This study highlights the challenges faced by electronic consumers in Algeria within the digital environment, particularly concerning electronic payment systems and the protection of personal data, as these constitute some of the most significant vulnerabilities in the consumer's legal position. The study aims to assess the effectiveness of the Algerian legislative framework, represented by Law No. 18-05 on electronic commerce and Law No. 18-07 on the protection of personal data. The findings indicate that the legislative measures represent a positive step toward enhancing digital trust; however, their impact remains limited due to the absence of effective oversight mechanisms and the difficulty of establishing legal liability in cases of fraud or data breaches. Furthermore, electronic payment has become indispensable for the success of e-commerce. However, it remains fraught with technical and legal risks that necessitate the development of the legislative framework and the strengthening of international and regional cooperation to combat cross-border cybercrime, thereby achieving a balance between consumer protection and the promotion of investment in the digital economy.
