ميكانيزمات دعم الاستثمار السينمائي بالجزائر: قراءة في ضوء قانون الصناعة السينماتوغرافية لسنة 2024

ملخص: تشهد الصناعة السينماتوغرافية بالجزائر تحولا نوعيا يصبو للارتقاء بالقطاع وتحويله إلى مورد اقتصادي يساهم في خلق الثروة وتوفير فرص العمل، جسدتها الجهود المبذولة من قبل الدولة الرامية لتشجيع الاستثمار في الصناعة السينماتوغرافية من خلال حشد حزمة من التدابير والميكانيزمات تعززت بإصدار قانون جديد سنة 2024 ليؤطر وينظم الممارسات السينمائية ويدعم المشاريع الاستثمارية في القطاع ألا وهو قانون "الصناعة السينماتوغرافية". حيث استحدثت الدولة بموجب هذا القانون جملة من الأليات لتحفيز الاستثمار في قطاع السينما، حاولنا عبر هذه الورقة البحثية استخلاصها على ضوء قراءتنا التحليلية للأحكام المتضمنة فيه، تم التوصل في نهايتها إلى جملة من النتائج تتلخص في أن القانون تضمن تأكيد دعم الدولة للصناعة السينماتوغرافية ماديا مع إستفادة المستثمرين السينمائيين من عدة إمتيازات وكذا العقار الاقتصادي التابع للدولة لإنجاز مشاريعهم الاستثمارية (مدن وأستوديوهات سينمائية...وغيرها) ، دون إهمال العمل على تعزيز علاقات الشراكة مع الدول الرائدة في مجال الإنتاج السينمائي لتبادل الخبرات والتجارب. Abstract: Algeria's cinematographic industry has undergone a qualitative change with an objective of elevating the cinematic sector and turning it into an economic engine that creates jobs and income, aimed by encouraged the investment in this sector. This change was issuing by the adoption of the Cinematographic Industry law in 2024, and based on our analytical and survey reading of this law, we have made to extract the many mechanisms and procedures that the state has put in place under this law to encourage investment in the cinematographic industry, summarized as follows: The law emphasized the state's financial support for the film industry, and filmmakers will benefit from several tax and quasi-tax advantages, in addition to economic real estate from state property to complete their investment projects (cities, film studios, etc.), without forgetting to work on strengthening partnership relations with leading countries in the field of film production to exchange experiences. Résumé : L'industrie cinématographique algérienne a connu un changement massif afin de transformer le secteur du cinéma en moteur économique et créateur d'emplois et de revenus, en prenant une série de mesures visant à encourager l'investissement dans ce secteur. Ce changement a été valorisé par l'adoption de la loi de l'Industrie Cinématographique en 2024, et d’après notre étude analytique des dispositions contenues dans le texte de cette loi, nous avons pu extraire plusieurs mécanismes et mesures mis en place par l'Etat pour encourager l'investissement dans l'industrie cinématographique telles que: le soutien financier de l'Etat à l'industrie cinématographique, ainsi que les cinéastes bénéficieront d'un certain nombre d'avantages fiscaux et parafiscaux, en plus de l'immobilier économique du patrimoine de l'Etat pour réaliser leurs projets d'investissement (villes ou studios de cinéma, etc…), sans oublier l’importance du renforcement des relations de partenariat avec les pays leaders dans le domaine de la production cinématographique pour l'échange d'expériences.
