الإطار الناظم للصناعة السينماتوغرافية في التشريع الجزائري

الملخص
الملخص: تهدف هذه الورقة البحثية إلى التعريف بمضمون القانون رقم 24- 07 المتعلق بالصناعة السينماتوغرافية، من خلال ما يتضمنه من أحكام عامة وضوابط حاسمة للقيام بالنشاط السينمائي، وكذا الأنشطة ذات الصلة بالصناعة السينماتوغرافية بداية من عملية الإنتاج والمشاركة فيه وعمليات الاستيراد والتصدير والاستغلال السينمائي والرخص المتعلقة به، إضافة إلى أخلاقيات المهنة والبحث في المخالفات المرتكبة في هذا المجال والعقوبات المقررة لها. ويكمن الهدف الأسمى من هذا القانون ترقية الأحكام والضوابط التي جاء بها، وضمان تحقيق الأهداف المرجوة منه، وبالأخص تلك المكرسة للمبادئ الدستورية في حماية ثوابت ومقومات الهوية الوطنية وحماية المال العام، إضافة إلى الدفع بعجلة الصناعة السينمائية والاستثمار فيها من خلال النص على جملة من الضمانات والحوافز والمزايا المنصوص عليها في هذا القانون ويحميها التشريع الجزائري. Abstract: This research paper aims to introduce the content of Law No. 24-07 related to the cinematographic industry. Through its general provisions and decisive controls for carrying out cinematic activity, As well as activities related to the cinematographic industry, starting with the production process, participation in it, import and export operations, cinematic exploitation, and related licenses. In addition to professional ethics and research into violations committed in this field and the penalties prescribed for them. The ultimate goal of this law is to improve the provisions and regulations it brought in, and ensuring the achievement of its desired objectives, especially those devoted to the constitutional principles of protecting the constants and components of national identity and protecting public funds, in addition to advancing the film industry and investing in it by stipulating a set of guarantees, incentives and benefits stipulated in this Law and protected by Algerian legislation.
