Through our study, we attempt to prove the existence of this concept and the extent of its impact on professional behavior, based on the consideration that the human element is a fundamental pillar for the development and growth of administration. We also consider work ethics as a fundamental pillar for ensuring the integrity of employees in the public sector, by integrating individual values (such as integrity) with institutional mechanisms (such as accountability). Its success requires integrated efforts, including legislation, training, and technology, to build community trust and achieve good governance.
