واقع ورهانات التنمية في المناطق الحدودية الجزائرية Reality And Challenges Of Development In The Algerian Border Regions

الملخص

تهدف هذه الدراسة الى تسليط الضوء على معرفة الاستراتيجية التي تبنتها الجزائر من أجل تنمية مناطقها الحدودية، والتعرف أيضا على رهانات تنمية القطاعات من خلال إبرام اتفاقيات وشراكات تعاون مع دول مجاورة. انطلاقا من اعتبار مسألة تنمية المناطق الحدودية ذات أولوية وطنية واستراتيجية هامة تندرج ضمن جهود الجزائر في تطوير مناطقها الحدودية وهذا ما تضمنه القانون رقم 02-10 المؤرخ في 29 جوان 2010 المتعلق بالمخطط الوطني للتهيئة المستدامة للإقليم. ولأجل تحليل ما سبق اعتمدنا على المنهج الوصفي من خلال تحليل المعطيات المتعلقة بالواقع التنموي في المناطق الحدودية والتطرق إلى البرامج التنموية التي طبقتها الجزائر للنهوض بمستقبل مزدهر. وخلصت الدراسة إلى نتيجة مفادها أن رغم الجهود المبذولة من قبل الدولة الجزائرية إلا أنها تبقى مرهونة بمجموعة من التحديات الواجب الوقوف عليها من أجل تعزيز الفرص المتاحة. This study aims to shed light on the strategy adopted by Algeria for the development of its border regions, and to identify the challenges of developing sectors through agreements and cooperation partnerships with neighboring countries. This stems from the understanding that border region development is a national priority and a crucial strategic issue within Algeria's efforts to develop its border areas, as stipulated in Law No. 02-10 of June 29, 2010, concerning the National Sustainable Territorial Development Plan. To analyze the above, we adopted a descriptive approach, analyzing data related to the development reality in border regions and examining the development programs implemented by Algeria to promote a prosperous future. The study concluded that, despite the efforts made by the Algerian state, these efforts remain contingent on addressing a number of challenges that must be addressed to maximize the available opportunities.
