This study aims to classify Arab countries according to the level of availability and accessibility of official statistics for the year 2022. To achieve this objective, 22 indicators published by the Open Data Inventory (ODIN) were used, covering social, economic, and environmental dimensions. The study applied Hierarchical Cluster Analysis (HCA) using the R software to systematically group countries based on their performance in these indicators. The findings revealed that Arab countries can be divided into two main groups: Group 1: advanced countries in the availability and accessibility of official statistics, including Tunisia, Bahrain, Saudi Arabia, the United Arab Emirates, Jordan, and Morocco; and Group 2: lagging countries in the availability and accessibility of official statistics, including Libya, Syria, Lebanon, Qatar, Iraq, Yemen, Kuwait, Algeria, and Egypt. The study emphasizes that narrowing the gap between the two groups requires deep structural reforms, most notably strengthening the independence of statistical agencies, investing in digital infrastructure, and fostering a culture of open data as a fundamental pillar for enhancing transparency, accountability, and supporting sustainable development.
