الجريمة السيبرانية في عصر الذكاء الاصطناعي: قراءة في التحديات والمخاطر المستجدة

الملخص
أدت الثورة الرقمية والتكنولوجيا الحديثة إلى تطورات سريعة شملت مختلف مجالات الحياة، حيث باتت الأنظمة الذكية وتطبيقات الذكاء الاصطناعي تؤدي مهاماً ووظائف كان الإنسان يختص بها. وقد أفرز هذا التحول مشكلات جديدة ترتبط بالمجتمع والقوانين وبعالم الجريمة، نتيجة لاستخدام هذه التقنيات في أنشطة غير مشروعة. ومع هذا التطور الهائل، أصبح الفضاء السيبراني مجالاً خصباً لمختلف أنواع الجرائم المعلوماتية، مثل القرصنة الإلكترونية والجوسسة والإرهاب السيبراني، التي باتت تشكل تهديداً حقيقياً للأمن القومي والسيادة الرقمية، كما ساهم تدخل "الفاعل الرقمي" في رفع خطورة هذه الأفعال وأساليبها. وتسعى هذه الورقة البحثية إلى معالجة طبيعة العلاقة بين تطورات الذكاء الاصطناعي وتنامي الجريمة الإلكترونية، من خلال رصد مفهوم الذكاء الاصطناعي وخصائصه، ودوره في تحويل الجريمة التقليدية وزيادة خطورتها. كما تناقش أبعاد هذه العلاقة وإمكانية توظيف الذكاء الاصطناعي نفسه كوسيلة لتتبع الجرائم الإلكترونية ومواجهة الظاهرة السيبرانية التي تحولت بالفعل إلى تهديد بارز على الأمن الداخلي والإقليمي. The digital revolution has triggered rapid transformations across social, economic, administrative, security, and legal domains. Central to this change is the growing reliance on intelligent systems, robots, and artificial intelligence to perform tasks once reserved for human cognition. This shift has introduced new challenges, particularly regarding the social and legal implications of AI and its impact on crime. Advanced digital environments have become fertile ground for cybercrimes that exploit computers, software, and intelligent information systems. Cyber offenses such as hacking, cyber espionage, and cyberterrorism now pose serious threats to national security and digital sovereignty. As a result, cyberspace is increasingly saturated with complex and evolving criminal activities. This paper examines the relationship between artificial intelligence and the rise of cybercrime. It explores the concept and features of AI, its role in transforming traditional crimes, and the influence of digital actors in intensifying their severity. It also considers whether AI can be employed as a tool to track and combat cybercrime, given the growing scale of cybersecurity threats at national and regional levels.
