الملخص
ملخص: تشكل الذاكرة المؤسساتية الرقمية ركيزة أساسية في بناء الهوية الجامعية وتعزيز إستمرارية الأداء الإداري والعلمي داخل مؤسسات التعليم العالي، غير أن غياب آليات فعالة لحفظها وتثمينها يطرح إشكالية محورية تتمثل في كيفية توظيف المنصات الرقمية كأداة استراتيجية لتثمين الذاكرة المؤسساتية الرقمية في الجامعة الجزائرية وضمن هذا السياق، تهدف هذه المداخلة إلى تقديم تصور أولي لإنشاء منصة رقمية مخصصة لذاكرة جامعة قسنطينة 2 عبد الحميد مهري، كآلية لتوثيق الرصيد الوثائقي والمعرفي المتراكم، وتنظيمه وإتاحته في إطار يدعم الحوكمة الجامعية، البحث العلمي، وصنع القرار. إعتمدت الدراسة على المنهج الوصفي الذي يستند إلى مراجعة الدراسات السابقة، وتحليل بعض التجارب الرائدة في تثمين الذاكرة المؤسساتية على المستوى الدولي، مع التركيز على مكونات المنصة المقترحة ووظائفها التقنية والإدارية. كما تسعى الدراسة إلى تحقيق جملة من الأهداف العلمية أبرزها إبراز أهمية تثمين الذاكرة المؤسساتية الجامعية في ظل التحول الرقمي، تحديد المعوقات التي تحول دون حفظها وإستثمارها، وإقتراح بنية رقمية مناسبة تضمن إستدامة هذا المورد المعرفي داخل الجامعة. وتخلص المداخلة إلى أن إنشاء منصة رقمية للذاكرة المؤسساتية يمثل خطوة نوعية في إطار التحول نحو جامعة ذكية تثمن ماضيها المؤسسي وتستشرف مستقبلها على أسس رقمية متينة. Abstract: Digital institutional memory is a fundamental pillar in building university identity and promoting the continuity of administrative and scientific performance within higher education institutions. However, the absence of effective mechanisms for preserving and valuing it raises a central issue: how to use digital platforms as a strategic tool for valuing digital institutional memory in Algerian universities. In this context, this intervention aims to present a preliminary concept for the creation of a digital platform dedicated to the memory of the University of Constantine 2 Abdelhamid Mehri, as a mechanism for documenting, organizing, and making available the accumulated documentary and knowledge assets within a framework that supports university governance, scientific research, and decision-making. The study adopted a descriptive approach based on a review of previous studies and an analysis of some pioneering experiences in institutional memory valorization at the international level, with a focus on the components of the proposed platform and its technical and administrative functions. The paper also seeks to achieve a number of scientific objectives, most notably highlighting the importance of valuing university institutional memory in the context of digital transformation, identifying the obstacles that prevent its preservation and investment, and proposing an appropriate digital structure that ensures the sustainability of this knowledge resource within the university. The paper concludes that the creation of a digital platform for institutional memory represents a qualitative step in the transition towards a smart university that values its institutional past and looks to its future on solid digital foundations.
