السلامة والصحة المهنية في ضوء الاتفاقيات الدولية والنظام القانوني السعودي

الملخص
تتناول الدراسة موضوع السلامة والصحة المهنية في ظل للاتفاقيات الدولية والنظام القانوني السعودي. تُعد معالجة قضايا الصحة المهنية وتطوير وتنفيذ أنظمة إدارة السلامة ضرورة حيوية لمواكبة التطور الاقتصادي والاجتماعي والقانوني الذي تشهده المملكة. هذا يعزز صورة إيجابية للمملكة إقليميًا ودوليًا من خلال أنظمة فعالة لحماية العمال وتعزيز بيئة عمل آمنة وصحية، مما يعكس التزامًا عالميًا بضمان حقوق العمال في العمل في ظروف آمنة وخالية من المخاطر. تتمثل مشكلة الدراسة في عدم الالتزام الكافي لبعض الدول بتطبيق معايير السلامة والصحة المهنية، وذلك بسبب نقص التشريعات وضعف الرقابة. تتطلب التكنولوجيا المتقدمة تحديثًا مستمرًا لمعايير وقوانين السلامة والصحة المهنية لمواجهة المخاطر الجديدة. تكمن أهمية الدراسة في رفع مستوى الوعي بالسلامة والصحة المهنية في العمل، مما يسهم في تحسين الكفاءة والإنتاجية من خلال إنشاء أنظمة تدعم الحماية القانونية لبيئة العمل. تهدف الدراسة إلى تفعيل سبل الحماية وتطوير التشريعات واللوائح والأنظمة والبرامج المتعلقة بالسلامة والصحة المهنية بما يتوافق مع الأنظمة المحلية والدولية. اتبعت الدراسة المنهج الوصفي التحليلي، وخلصت إلى أن الامتثال للقوانين واللوائح المحلية والدولية يساعد في تطبيق إجراءات السلامة والصحة المهنية، مما يؤدي إلى تحسين البيئة العملية وتقليل المخاطر التي قد تواجه العاملين. توصي الدراسة بضرورة مساهمة الدول بشكل فعال ونشط في إتباع سياسة موحدة للمحافظة على البيئة الآمنة في العمل، ورفع الوعي بأهمية السلامة والصحة المهنية، وتعزيز روح الالتزام بالمعاهدات والاتفاقيات لحماية حقوق ومصالح العمال. كما تقترح مراجعة التشريعات والأنظمة واللوائح والبرامج المتعلقة بالسلامة والصحة المهنية، وإجراء التعديلات اللازمة بانتظام وفقًا لتقييم المخاطر، مع إجراء تقييمات دورية لتحديد أي تغييرات في بيئة العمل قد تتطلب إجراءات جديدة لتعزيز ثقافة السلامة والصحة المهنية. يشارك جميع العاملين في تعزيز بيئة عمل آمنة، مما يساهم في رفاهية العاملين ونجاح المؤسسات على المدى الطويل نتيجة تطبيق أنظمة جديدة ومتطورة. The study addresses Occupational safety and health in light of international agreements and the Saudi legal system. Addressing occupational health issues and developing and implementing safety management systems are vital to keeping pace with the economic, social, and legal developments taking place in the Kingdom. This enhances the Kingdom's positive image regionally and internationally through effective systems to protect workers and promote a safe and healthy work environment, reflecting a global commitment to ensuring workers' rights to work in safe and hazard-free conditions. The study's problem is that some countries do not adequately implement occupational safety and health standards due to a lack of legislation and weak oversight. Advanced technology requires continuous updating of occupational safety and health standards and laws to address new risks. The importance of the study lies in raising awareness of occupational safety and health at work, which contributes to improving efficiency and productivity by establishing systems that support legal protection of the work environment. The study aims to activate protection methods and develop legislation, regulations, systems, and programs related to occupational safety and health in accordance with local and international regulations. The study followed a descriptive analytical approach and concluded that compliance with local and international laws and regulations helps implement occupational health and safety procedures, which leads to an improved work environment and reduced risks that may face workers. The study recommends that countries actively and effectively contribute to adopting a unified policy to maintain a safe work environment, raise awareness of the importance of occupational safety and health, and promote a spirit of commitment to treaties and agreements to protect the rights and interests of workers. It also proposes reviewing legislation, regulations, bylaws, and programs related to occupational safety and health and making necessary adjustments regularly based on risk assessments. It also proposes conducting periodic evaluations to identify any changes in the work environment that may require new measures to enhance the culture of occupational safety and health. All employees participate in promoting a safe work environment, which contributes to employee well-being and the long-term success of organizations through the implementation of new and advanced systems.
