الاستثمار واهميته الاقتصادية في تطوير القطاع الزراعي في العراق Investment And Its Economic Importance In Developing The Agricultural Sector In Iraq

الملخص
إن السياسات التنموية والتي بدأت تتعثر خلال نهاية السبعينات وبداية الثمانيات من القرن الماضي، إلا أن هذه السياسات لم تحقق من أهدافها أي شيء في تطوير الواقع الزراعي المعاشي في الاقتصاد العراقي . بسبب ما مر به العراق من ظروف تتمثل بداية الحرب العراق الايرانية , والحصار الاقتصادي الذي استمر اكثر من عشرة سنوات وحرب الخليج الاولى والثانية التي اطاحت بالنظام السابق , وفي الوقت الحاضر استمرت المعانات على القطاعات الاقتصادية العراقي , ومنها قطاع الزراعة . إذ أن الفساد الاداري والمالي وخاصة في مجال الزراعة من خلال العقود المزورة والاستثمارات وشحة المياه والتجاوز على الاراضي الزراعية وتحويل هذه الاراضي إلى مناطق سكنية . وكذلك الارهاب وداعش والذي استولى على المناطق الغربية , فنشر الدمار في الاراضي الزراعية وسرقة المعدات الزراعية وتخريبها. وقد كان هناك الزراعة فائض في المحصول الزراعي وتصدير مايزيد عن الحاجة المحلية ومنها ( الحنطة والشعير والتمور ) في اربعينيات من القرن الماضي . ولكن في الوقت الحاضر اصبح العراق يستورد ابسط المحاصيل الزراعية من مختلف دول العالم ومنها المجاورة للعراق . إن شحة المياه والذي لم يحصل العراق على كامل حصته من المياه واستغلال الوضع العراقي وبناء السدود على نهري دجلة والفرات , وكذلك قلة الامطار , وعدم استخدام الطرق الحديثة في الزراعة , مما اثر سلباً على الوضع الزراعي في مختلف المحاصيل الزراعية . وعليه فإن تطوير الزراعة واستخدام الطرق الحديثة في السقي والحراثة وتشجيع المنتجات الزراعية المحلية وفرض رسوم على المنتجات الزراعية المستوردة والتقليل من استيراد المحاصيل وتشجيع الاستثمارات الداخلية والخارجية في القطاع الزراعي , يؤدي ذلك إلى تطوير الزراعة , مما يؤثر على تطوير الاقتصاد العراقي . ولهذا فالزراعة دور رئيسي في تطوير الاقتصاد العراقي وتعتبر هذه الزراعة المردود الدائم والذي لم يتأثر بالاسواق العالمية , كما هو في قطاع النفط والمتأثر بالاسواق العالمية للنفط . Abstract The development policies, which began to falter during the late seventies and early eighties of the last century, but these policies did not achieve their goals anything in the development of agricultural realities living in the Iraqi economy. Because of the Iraqi circumstances, the beginning of the Iran-Iraq war, the economic siege that lasted more than ten years and the first Gulf War, which overthrew the former regime, and at present the suffering continued on the Iraqi economic sectors, including the agriculture sector. As administrative and financial corruption, especially in the field of agriculture through forged contracts, investments, water scarcity and overflow on agricultural land and turn these lands into residential areas. As well as terrorism and intimidation, which took over the western regions, spreading destruction in agricultural land and stealing agricultural equipment and sabotage. There was a surplus of agricultural produce and the export of more than the local need (wheat, barley and dates) in the 1940s. But at present, Iraq is importing the simplest agricultural crops from various countries of the world, including neighboring Iraq. The lack of water, which did not get Iraq's full share of water and exploitation of the Iraqi situation and the construction of dams on the Tigris and Euphrates, as well as lack of rain, and the lack of modern methods of agriculture, which negatively affected the agricultural situation in various agricultural crops. Therefore, the development of agriculture and the use of modern methods of watering and tillage, the promotion of local agricultural products, the imposition of fees on imported agricultural products, the reduction of the import of crops and the promotion of internal and external investments in the agricultural sector, leading to the development of agriculture, which affects the development of the Iraqi economy. Therefore, agriculture is a key role in the development of the Iraqi economy. This is a sustainable agriculture that is not affected by world markets, as it is in the oil sector and affected by the world oil markets .
