الملخص
تهدف هذه الدراسة إلى معرفة مدى التوجه نحو اعتماد الرقمنة على مستوى مصلحة الحالة المدنية لبلدية البويرة، إلى جانب إبراز سيرورة التحول الرقمي، وتحديد أهم التحديات التي تواجهها. وذلك من خلال إنتهاج كل من المنهج الوصفي التحليلي والمنهج الإحصائي، وتوظيف أداة ملاحظة الوثائقية والمقابلة في مراحل ومواضع مختلفة من الدراسة للتوصل إلى النتائج الميدانية. وتوصلت الدراسة إلى أن بلدية البويرة أعطت أولوية كاملة لتجسيد مشروع اعتماد الرقمنة على مستوى مصلحة الحالة المدنية، سعيا إلى تطوير الخدمة العمومية، تقليص من مظاهر البيروقراطية، وكذا تحسين أداء موظفي وأعوان شباك الحالة المدنية، وذلك لمجابهة مختلف التحديات التي تعرقل مسار رقمنة الحالة المدنية بالبلدية والتي من بينها الأمية الرقمية، التمويل والمتابعة، وضعف المورد البشري المؤطر للعملية، إضافة إلى التحديات التنظيمية والتقنية خاصة عدم ظهور البيانات الهامشية في السجل الأصلي، مع عدم ظهور تاريخ التحرير في شهادة الوفاة باللغة الفرنسية. This study aims to know how the direction towards adopt digitization at the Civil Status service of the Bouira Commune, besides to highlighting the process of digital transformation, and identifying the most important challenges it faces. So, by pursuing the descriptive analytical approach and the statistical approach, and the apply of the documentary observation tool and the interview at different phases and positions of the study to reach the field results. The study found that the Bouira Commune has given full priority to embody the project of adopting digitization at the level of the Civil Status service, seeking to develop public service, reduce the manifestations of bureaucracy, in addition to improve the performance of employees and agents of the civil status window, To address the various challenges hindering the digitization of civil status at the commune, including digital illiteracy, financial and monitoring the process, and the lack of adequately trained human resources. Additionally, organizational and technical challenges such as the absence of marginal data in the original register and the omission of the date of issuance on death certificates in French language.
