مظاهر التحول الرقمي للحالة المدنية في الجزائر

الملخص
تهدف الدراسة إلى رصد وإبراز أهم مظاهر رقمنة الحالة المدنية في الجزائر، ومعرفة مدى مساهمتها في تحسين نوعية الخدمات العمومية من خلال الإعتماد على توليفة من المناهج هي: منهج دراسة الحالة، المنهج الوصفي، والاقتراب القانوني المؤسساتي، إضافة إلى أداة المقابلة، وقد توصلت الدراسة إلى مجموعة من النتائج أبرزها أن مشروع رقمنة الحالة المدنية يمثل محورا من محاور استراتيجية التحول الرقمي وتجسيد وتطوير قيم المرفق العام والبلدي الإلكتروني في الجزائر، كما أنه عملية متعددة الأبعاد والمستويات لكونه يجمع بين رقمنة مصلحة ووثائق الحالة المدنية، والإجراءات المرتبطة بها، حيث ساهم ذلك في التحسين من نوعية الخدمات العمومية والأداء الوظيفي. : this study aims to monitor and highlight the most significant manifestations of the Digital Transformation of civil status in Algeria, and to assess its contribution to improving the quality of public services. This is achieved through the application of a combination of methodologies, including the case study Method, the descriptive method, and the institutional-legal approach, in addition to the use of interviews as a research tool. The study has reached a set of findings, the most prominent of which is that the civil status digitization project is a central component of the digital transformation strategy and the embodiment and development of the values of the electronic public and municipal service in Algeria. Furthermore, it is a multi-dimensional and multi-level process, as it encompasses the digitization of civil status services and documents, as well as the associated procedures. This has contributed to enhancing the quality of public services and functional performance.
