الملخص

ملخص: هدفت الدراسة إلى الوقوف على دور الجباية في تحقيق التنمية المحلية، نظرا لما حظي به هذا الموضوع من إهتمام كبير خلال العقود الأخيرة وخاصة في البلدان النامية، إضافة إلى تسليط الضوء على أهم الموارد المالية ومحاولة تقييم مساهمة الجباية المحلية في تمويل ميزانية بلدية تلمسان. وخلصت الدراسة أنّ الجماعات المحلية تمتلك مصادر متنوعة تعتمد عليها في تمويل ميزانيتها، إلا أن الجباية المحلية تحتل المرتبة الأولى في التمويل المحلي على مستوى بلدية تلمسان، خاصة الضرائب والرسوم التي تعود جزئيا للبلديات مقارنة بباقي الموارد الذاتية غير الجبائية وحتى المصادر الخارجية لهذا التمويل والتي تتمثّل أساسا في الإعانات والمساعدات المقدمة من الغير . كلمات مفتاحية: جماعات محلية، تنمية محلية، جباية محلية، ضرائب ورسوم تصنيفات JEL : H71، H72، H20، H62. Abstract: The study aimed to identify the role of collection in achieving local development, given the great interest this topic has received in recent decades, especially in developing countries, and to know the various sources of local financing and to highlight the extent to which local collection contributes to financing the budget of local communities through a case study of the municipality of Tlemcen. The study concluded that local groups have various sources that they rely on to finance their budgets, but that local collection occupies the first place in local financing at the level of the municipality of Tlemcen, especially taxes and fees, which are partially due to municipalities compared to the rest of the non-collective personal resources (income sources) and even external sources of this. Financing, which mainly consists of subsidies and assistance provided by others.
