التحول الرقمي في الجزائر الواقع والتحديات -دراسة حالة-

الملخص
ملخص: تهدف هذه الدراسة إلى تقديم تحليل شامل لواقع التحول الرقمي في الجزائر، حيث تم اعتماد المنهج الوصفي لتوضيح المفاهيم الأساسية المتعلقة بالرقمنة والتحول الرقمي، مع تسليط الضوء على أبرز المراحل التي مر بها هذا القطاع. بالإضافة إلى ذلك، تم استخدام المنهج التحليلي لدراسة الإحصائيات الرسمية الصادرة عن وزارة البريد والمواصلات السلكية واللاسلكية، والتي تقدم نظرة معمقة حول أهم مؤشرات الأداء الرقمي في البلاد. توصلت الدراسة أن قطاع الرقمنة في الجزائر لا يزال يواجه تحديات كبيرة، على الرغم من الجهود الملحوظة التي تبذلها الدولة لتعزيز الرقمنة في مختلف المجالات. وعلى الرغم من إدراج تطوير تكنولوجيا المعلومات والاتصالات ضمن أولويات الحكومة، وسعيها المستمر لتحسين ترتيب الجزائر في المؤشرات العالمية المتعلقة بالرقمنة، إلا أن البلاد لا تزال تحتل مراكز متأخرة في هذه التصنيفات. يعكس ذلك الحاجة إلى بذل مزيد من الجهود لتجاوز العقبات التقنية والتنظيمية وتعزيز البنية التحتية الرقمية لتحقيق تقدم ملموس في هذا المجال. Abstract: This study aims to provide a comprehensive analysis of the state of digital transformation in Algeria. The descriptive method was adopted to clarify the fundamental concepts related to digitization and digital transformation, highlighting the key stages that this sector has undergone. Additionally, the analytical method was employed to examine official statistics issued by the Ministry of Post and Telecommunications, offering an in-depth perspective on the most significant digital performance indicators in the country. The study found that the digitization sector in Algeria still faces significant challenges despite the notable efforts made by the state to promote digitization across various fields. Although the development of information and communication technology has been included as one of the government's priorities, and despite its continuous efforts to improve Algeria's ranking in global digitization indices, the country remains positioned at lower levels in these rankings. This reflects the need for further efforts to overcome technical and organizational obstacles and to strengthen digital infrastructure in order to achieve tangible progress in this domain
