التعليم الإلكتروني بالجامعة الجزائرية بين حتمية التحوّل الرقمي وصعوبات التطبيق

الملخص
ملخص: تهدف هذه الدراسة إلى إبراز واقع التعليم الإلكتروني في الجامعة الجزائرية باعتباره أحد أهم مظاهر تكنولوجيا المعلومات والاتصال، وأداةٍ أساسية للتحوّل الرقمي. كما تسعى إلى توضيح دوافع تبنّي هذا التحوّل في التعليم العالي، مع تحليل أبرز التحديات التي تُعيق تفعيله، واستعراض الآليات التي اعتمدتها الجهات الوصية لتمكين الجامعة من تجاوزها، بما يُعزّز دورها في دعم النمو الاقتصادي وتحقيق التنمية المستدامة. خلُصت الدراسة إلى أنّ وزارة التعليم العالي والبحث العلمي في الجزائر تبنّت رؤية شمولية للتحوّل الرقمي عبر المخطّط التوجيهي، الذي انطلق برقمنة أنماط التعلّم والحوكمة، ليمتد إلى البحث العلمي والتطوير التكنولوجي والخدمات الجامعية، بما يُسهم في تحسين جودة الحوكمة ورفع كفاءة الأداء الأكاديمي والبحثي. Abstract: This study aims to underscore the status of e-learning within Algerian universities as a prominent manifestation of Information and Communication Technology (ICT) and as a cornerstone of digital transformation. It further endeavors to elucidate the rationale behind the adoption of this transformation in higher education, to analyze the principal challenges impeding its effective implementation, and to examine the mechanisms instituted by the competent authorities to address these obstacles, thereby reinforcing the university’s role in fostering economic growth and advancing sustainable development. The study found that the Algerian Ministry of Higher Education and Scientific Research has embraced a comprehensive vision of digital transformation through the strategic master plan, which commenced with the digitization of learning modalities and governance, and subsequently expanded to encompass scientific research, technological development, and university services. This holistic approach is designed to enhance the quality of governance and to improve the efficiency of both academic and research performance.
