Abstract
The democratic development that the world is witnessing has led to the participation of citizens in political life, which has contributed to the emergence of the role of local groups because they are the first cell with which the citizen deals. Therefore, local groups have major tasks in various fields, and to carry out these duties, local groups need huge resources, which are not available in most municipalities, which has put them in a difficult financial situation, leading them to depend on foreign aid, which requires comprehensive and immediate reforms from valuing revenues, reforming local taxation and paying attention to human resources.
