الملخص
تتطلع الدولة الجزائرية إلى تحقيق التنمية الاقتصادية والنهوض ببيئة الاستثمار. هذه الأهداف سُطرت بمقتضى النص الجديد للاستثمار، الذي جعل تحقيقها مرهونًا بوجود بعض الضمانات القانونية، ولعل أهمها ضرورة تبني إصلاح تقني شامل ولذلك سينصب موضوع ورقتنا البحثية على آلية متبناة لإنقاص حدة العراقيل الإدارية أمام المستثمرين، حيث نسعى للتعرف على مضمون المنصة الرقمية للمستثمر في التشريع الجزائري وفحواها من خلال الاطلاع على ماهيتها وظروف نشأتها، ثم على الجانب التطبيقي الذي يتجسد في الأدوار والمهام المسندة إليها بمقتضى النصوص التشريعية والتنظيمية، وتوصلنا من خلال دراستنا إلى أن استحداث منصة رقمية خاصة بالمستثمر لمعالجة كل عملياته الإدارية خطوة تُحسب للمشرع الجزائري؛ حيث أصبح بمقدور المستثمر القيام بالمتابعة الإلكترونية لملفه لمعرفة مساره وآجاله، فضلًا على أنها مكنت من الوصول إلى العديد من الخدمات والمعلومات التي كانت في السابق تتم بالشكل الورقي، بالرغم من ذلك لا تزال هناك عدة تحديات ستواجه المنصة الرقمية للمستثمر تتعلق بمواجهة التهديدات، لاسيما تلك المتعلقة بالأمن السيبراني، بالإضافة إلى إشكالية تحقيق حماية فعالة للبيانات والمعطيات الشخصية للمستثمرين. The Algerian state aims to achieve economic development and improve the investment climate, These objectives are enshrined in the new investment law, which makes their achievement contingent upon the existence of certain legal safeguards, the most important of which is the need for comprehensive technical reform. Therefore, this research paper will focus on a mechanism designed to reduce administrative barriers faced by investors, We seek to understand the content and essence of the digital investor platform in Algerian legislation by examining its nature and the circumstances of its creation, followed by its practical application, which is reflected in the roles and tasks assigned to it under legislative and regulatory texts, Through our study, we concluded that the creation of a digital platform specifically for investors to handle all their administrative procedures is a commendable step by the Algerian legislature; as investors are now able to electronically track their files to monitor their progress and deadlines, in addition to providing access to numerous services and information that were previously available only in paper form. Nevertheless, the digital platform for investors still faces several challenges related to addressing threats, particularly those concerning cybersecurity, as well as the issue of ensuring effective protection of investors’ personal data and information.
