الملخص
تتناول ورقتنا البحثية موضوع الآليات القانونية الكفيلة لتعزيز القطاع الإستثماري من خلال الاستناد إلى التقنيات المستجدة التي يطورها الذكاء الإصطناعي، حيث تهدف دراستنا للتوقف على مدى فاعلية هذه التقنيات في دعم الإستثمار وترقيته على المستوى الدولي، بالرغم من الآليات التقليدية التي سخرتها الدول لتنظيم هذا المجال الإستثماري والتي تتنوع بين تدابير مؤسساتية وإجرائية، إلا أن ذلك لا يعد كافيا، وعليه حاولنا من خلال هذه الدراسة التطرق لبعض التدابير الإجرائية لتعزيز مكانة الذكاء الإصطناعي في المجال المالي والإقتصادي، ثم إبراز أهم التدابير والجهود التي بادرت بها الدولة الجزائرية من أجل النهوض بالقطاع الإستثماري. خلصت الدراسة إلى أن هذه الإسهامات بالرغم من إحترافيتها ودقتها في دعم النشاط الإستثماري إلا أنها لا تزال أمامها عدة تحديات مستقبلية تعترضها، على اعتبار أن العالم يشهد تطور مستمر في أنظمة وتقنيات الذكاء الإصطناعي، وبالنسبة للجزائر فلا تزال البنية التحتية بحاجة للمزيد الإصلاحات القانونية والهيكلة قصد التكيف مع واقع التكنولوجيا وما يعيش العالم من تحولات في مجال التقنية . Our research paper addresses the mechanisms that can be used to strengthen the investment sector by relying on emerging technologies developed by artificial intelligence, Our study aims to examine the effectiveness of these technologies in supporting and promoting investment at the international level, Despite the traditional mechanisms that countries have used to regulate this investment field, which vary between institutional and procedural measures, this is not enough, Therefore, in this study, we have attempted to address some of the procedural measures to strengthen the position of artificial intelligence in the financial and economic field, and then highlight the most important measures and efforts initiated by the Algerian state to promote the investment sector. The study concluded that, despite their professionalism and accuracy in supporting investment activity, these contributions still face several future challenges, given that the world is witnessing continuous developments in artificial intelligence systems and technologies, As for Algeria, the infrastructure still needs further legal and structural reforms in order to adapt to the reality of technology and the technological transformations the world is experiencing
