الملخص
تتناول ورقتنا البحثية موضوع بورصة الشراكة التي تعتبر آلية جديدة في ميدان الإستثمار حيث سعت معظم الدول إلى تجسيده في أنظمتها القانونية وتفعيل وجودها ميدانيا في برامج الحكومة، وعلى إعتبار أن هذا النشاط التقني من مخرجات التحول الرقمي الذي يشهده العالم اليوم لاسيما في المجال الإقتصادي حيث أن العمل لايزال مستمر لمحاولة إيجاد سبل أفضل لتحفيز الإستثمارات الأجنبية وتحسين العلاقات بين رجال الأعمال والمستثمرين المحليين والأجانب فيما بينهم ، وعليه تهدف ورقتنا البحثية إلى بيان الأطر المفاهيمية لهذه المنصة والأسس التي تقوم عليها فضلا عن التطرق لنماذج عملية عن تجارب الدول الغربية والعربية في تكريس هذه النوع من المنصات التقنية. وخلصنا من خلال دراستنا لهذا الموضوع إلى أن تدخل التقنية في مجال الإستثمار يعتبر أمر في غاية الأهمية من شأنه أن يعزز من تدفق رؤوس الأموال في الدول واستحداث بورصة الشراكة يعتبر مكسب في المجال التقني لخدمة الإقتصاد والإستثمار، ومن النتائج كذلك ما يتعلق بموقف بعض التشريعات من بورصة حيث كان إيجابيا وهذا ظهر من خلال مبادرات فردية بإستحداث منصات رقمية وقواعد بيانات وشبكات إلكترونية كلها تصب في نفس الغرض الذي تقوم عليها تقنية الربط بين المستثمرين. Abstract: Our research paper addresses the topic of partnership exchanges, which are considered a new mechanism in the field of investment. Most countries have sought to incorporate them into their legal systems and activate their presence in government programs. Given that this technical activity is one of the outcomes of the digital transformation that the world is witnessing today, especially in the economic field, where efforts are still ongoing to find better ways to stimulate foreign investment and improve relations between local and foreign businessmen and investors, Our research paper aims to outline the conceptual frameworks of this platform and the foundations on which it is based, as well as to discuss practical examples of Western and Arab countries' experiences in establishing this type of technical platform. Through our study of this topic, we concluded that the introduction of technology in the field of investment is extremely important in promoting the flow of capital in countries, and that the creation of a partnership exchange is a gain in the technical field that serves the economy and investment. Another finding relates to the positive stance of some legislation towards the exchange, as evidenced by individual initiatives to create digital platforms, databases, and electronic networks, all of which serve the same purpose of connecting investors through technology.
