This paper explores the realities of bureaucracy in Algeria’s administrative system, aiming to trace its historical evolution, examine its current functioning, and identify the key factors that contributed to its transformation. Although originally formulated by the German sociologist Max Weber as a model of rational and efficient administration, bureaucracy in the Algerian context has gradually deviated from its theoretical foundations, the study argues that, while the bureaucratic model emerged in the early 20th century as a groundbreaking administrative structure, its application in Algeria has faced major obstacles. These challenges have led to a distortion of its intended principles, causing it to be perceived less as a tool for efficiency and more as a source of inefficiency—largely due to its poor alignment with Algeria’s institutional and cultural particularities. Keywords Bureaucracy; Administrative Apparatus; Western Models.
