This study assesses Algeria’s petroleum fiscal regime in comparison with those of Libya and Nigeria by applying four key indicators: the Front-Loading Index, Government Take, Discounted Government Take, and the Composite Score. The results demonstrate that Algeria offers the most attractive investment environment, balancing high government revenue with reduced early-stage financial risk. Furthermore, the findings confirm that Hydrocarbons Law No. 19-13 has significantly enhanced Algeria’s competitiveness. By contrast, Libya and Nigeria could improve their attractiveness to investors by alleviating early-stage fiscal pressures.
