E-management In Algerian Service Institutions: Difficulties And Challenges - Case Study Algeria Telecom Company, Biskra Branch

Abstract

This This study aimed to shed light on e-government in Algerian service institutions through a field study conducted at the Algerian Telecommunications Corporation branch in Biskra, and to identify the most important requirements for implementing an e-government project in the institution. The questionnaire was used as a data collection tool distributed to a sample of (50) employees. To achieve the objectives of the study, a descriptive and analytical approach was adopted. The results of the study showed that the institution has the organizational, technical, financial, and security requirements necessary to implement e-government, but lacks the human requirements. It was found that there is a statistically significant relationship between each of the requirements (technical, financial, human, and security) for the implementation of e-government in the institution, while it was found that there is no relationship between the organizational requirements and the possibility of implementing e-government in the institution. هدفت هذه الدراسة الى تسليط الضوء على الإدارة الالكترونية في المؤسسات الخدمية الجزائرية، من خلال دراسة ميدانية أُجريت في مؤسسة اتصالات الجزائر فرع بسكرة، والتعرف على أهم المتطلبات لتجسيد مشروع الادارة الالكترونية في المؤسسة، وكان الاستبيان هو أداة جمع البيانات، وزع على عينة حجمها خمسون (50) عاملا، ولتحقيق أهدف الدراسة تم الاعتماد على المنهج الوصفي والتحليلي، وقد أظهرت نتائج الدراسة أن المؤسسة تتوفر على المتطلبات التنظيمية والتقنية والمالية والأمنية اللازمة لتطبيق الإدارة الإلكترونية، لكن في المقابل لا تتوفر على المتطلبات البشرية. ووجد بانه توجد علاقة ذات دلالة إحصائية لكل من المتطلبات (التقنية، المالية، البشرية، الأمنية) لتطبيق الإدارة الالكترونية في المؤسسة، في حين وجد بأنه لا توجد علاقة بين المتطلبات التنظيمية وامكانية تطبيق الإدارة الالكترونية في المؤسسة .
