Licensing Policies In University Digital Collections: A Comparative Study Of Best Practices

Authors : Kherouf Djihane . Boumarafi Behdja .

Abstract

This study conducts a comparative analysis of licensing practices across four universities: Harvard University, the University of Minnesota, the University of Cambridge, and the University of Oxford, to identify effective strategies and benchmark standards. Using a qualitative comparative approach, the research draws on institutional policy documents, repository guidelines, and licensing statements to explore how digital collections are managed and made available to users. The results reveal significant contrasts between universities with open, multidisciplinary repositories and those with specialized, heritage-focused collections. Notably, best practices include the adoption of standardized licenses such as Creative Commons (eg, CC BY) and Public Domain (CC0), transparent attribution requirements, layered access permissions, and clear differentiation of third-party content. These findings offer actionable insights for institutions seeking to develop or reform their digital licensing frameworks. Ultimately, the study provides a valuable benchmark for Algerian universities aiming to align their digital repositories with international standards and enhance their contribution to global knowledge exchange.
