The Developmental Role Of Environmental Endowments

Abstract

To enhance the role of endowments (Waqf) in sustainable development, it is essential to establish comprehensive legal and administrative mechanisms. From a legal perspective, endowment-related legislation must be updated to align with contemporary needs, ensuring the protection of endowment properties from misuse and providing a legal framework that facilitates collaboration between the public and private sectors. Administratively, dedicated institutions should be established to oversee endowment management, incorporating modern governance practices, transparency in revenue distribution, and active engagement of civil society in decision-making processes. By integrating these legal and administrative measures, endowments can play a pivotal role in advancing sustainable development initiatives. لتفعيل دور الأوقاف في التنمية المستدامة، يتطلب الأمر وضع آليات قانونية وإدارية فعّالة. قانونياً، يجب تطوير التشريعات المتعلقة بالوقف لتواكب الاحتياجات المعاصرة، بما في ذلك ضمان حماية ممتلكات الأوقاف من الاستغلال وتوفير إطار قانوني يتيح التعاون بين القطاعين العام والخاص. من الناحية الإدارية، يتعين إنشاء مؤسسات متخصصة لإدارة الأوقاف، مع تحديث نظم الإدارة وتطبيق الشفافية في توزيع العوائد، بالإضافة إلى إشراك المجتمع المدني في اتخاذ القرارات المتعلقة بالأوقاف. بتكامل هذه الآليات، يمكن للأوقاف أن تسهم بفعالية في دعم مشاريع التنمية المستدامة.
