Developing Non-hydrocarbon Exports In Lighh Of Foreign Trade And Investment Laws In Algeria.

Abstract
Abstract: Algeria is one of the countries that have been interested in exports since independence by focusing more on hydrocarbon exports, as Algeria has large hydrocarbon reserves of oil and gas. Since these hydrocarbons are subject to market fluctuations, Algeria has been plunged into major economic crises that have negatively affected national development, since these hydrocarbons have constituted the basic resources of hard currency. This required reconsidering the approach to be followed to search for other sources of hard currency in Algeria, most notably the development of non-hydrocarbon exports according to a specific program and system that was enshrined in legal texts, most notably foreign trade laws as a basis, and investment laws as a complement. Therefore, the search for the development of non-hydrocarbon exports requires scrutiny of the various legal provisions regulating them from the point of view of knowing the nature of the interest that these non-hydrocarbon exports have received and their effectiveness and effectiveness in the development of the Algerian economy. Keywords: Non-hydrocarbon exports, foreign trade laws, investment laws, national economy. ملخص تعتبر الجزائر من البلدان التي اهتمت بالصادرات منذ الاستقلال بالتركيز أكثر على الصادرات من المحروقات باعتبار الجزائر تمتلك مخزون كبير من المحروقات من البترول والغاز. وبحكم أن هذه المحروقات خاضعة لتقلبات الأسواق فذلك أوقع الجزائر في أزمات اقتصادية كبرى أثر بشكل سلبي على التنمية الوطنية باعتبار أن تلك المحروقات شكلت الموارد الأساسية للعملات الصعبة. ذلك تطلب إعادة النظر في المنهج الواجب إتباعه للبحث عن موارد أخرى للعملات الصعبة في الجزائر من أبرزها تطوير الصادرات خارج المحروقات وفق برنامج ونظام معين تم تكريسه في نصوص قانونية أبرزها قوانين التجارة الخارجية كأساس ثم قوانين الاستثمار كتكملة. لذا فالبحث عن تطوير الصادرات خارج المحروقات يتطلب التدقيق في مختلف الأحكام القانونية المنظمة لها من زاوية معرفة طبيعة الاهتمام الذي حظيت به هذه الصادرات خارج المحروقات وفعاليتها وفعليتها على تطوير الاقتصاد الجزائري. الكلمات المفتاحية: الصادرات خارج المحروقات، قوانين التجارة الخارجية، قوانين الاستثمار، الاقتصاد الوطني.
