برنامج كابدال :شراكة ثلاثية من اجل تعزيز الديمقراطية التشاركية والنهوض بالتنمية المحلية في الجزائر

الملخص
منذ مطلع الألفية الى غاية سنة 2016 والجزائر تسعى الى تحقيق إنجازات تنموية من خلال مخططات وعدة مشاريع قاعدية تسعى الى تعزيز الديمقراطية التشاركية وتدفع عجلة التنمية المحلية بصفة مستديمة، هذه الأخيرة التي كانت أكثر طموحا وتحديا بالنسبة لها، وعليه جاء مشروع برنامج كابدال الذي يسعى في طياته الى تحقيق الأهداف الإنمائية المحلية والوطنية ويمس جميع القطاعات الحيوية من خلال عشرة بلديات نموذجية ليتم تعميمه في مختلف ولايات الوطن. From the beginning of the millennium until 2016, Algeria has been striving to achieve developmental milestones through plans and various foundational projects aimed at promoting participatory democracy and driving sustainable local development. The latter has been a more ambitious and challenging goal for the country. Consequently, the CapDel Program (Capacité Développement Local) was launched, aiming to achieve local and national development objectives across all vital sectors. This program was implemented in ten model municipalities as a pilot phase, with plans for broader application across the country's provinces.
