الملخص
نهدف من خلال هذه الورقة البحثية إلى تقديم أحد أهم التوجهات التسييرية الجديدة التي تسعى الحكومة الجزائرية لإرسائها في تسيير الشأن العام، ويتعلق الحال بتبني مقاربة التسيير التشاركي كآلية مبتكرة تخدم تحقيق التنمية المحلية المطلوبة، فالحديث عن التنمية مقترن بإعداد المخططات التنموية البلدية و التي تعتبر مرجع المشاريع التي تستجيب لمتطلبات الساكنة، و وفقا لمنهجية برنامج كابدال الذي طُبِّق في بلدية أولاد بن عبد القدر، تمَّ تأسيس المجلس الاستشاري البلدي والذي يُعَد سابقة رسمية في التسيير التشاركي المحلي هذا المجلس التي عَمِل بمعية المجلس الشعبي البلدي على صياغة مخطط بلدي جيل جديد ينطلق أساسا من احتياجات و اقتراحات المجتمع المدني. وكنتيجة لهذه الورقة البحثية يمكن اعتبار منهجية كابدال كأحسن المنهجيات التسييرية التشاركية التي ستعطي قفزة نوعية في مستويات التنمية المحلية المحققة إذا ما تم تطبيق ماجاء في مخطط التنمية البلدي من جيل جديد على أرض الواقع. Through this research paper, we aim to present one of the most important new management trends that the Algerian government seeks to establish in the management of public affairs. The case relates to adopting the participatory management approach as an innovative mechanism that serves the achievement of the required local development. Talking about development is associated with the preparation of municipal development plans, which are considered the reference for projects, Which responds to the needs of the population, and in accordance with the methodology of the Capdel program that was implemented in the municipality of Ouled Ben Abdlekader, the Municipal Advisory Council was established, which is considered an official precedent in local participatory management. This council worked with the Municipal People’s Council to formulate a municipal plan for a new generation that is based primarily on the needs of the people, and suggestions from civil society. As a result of this research paper, the Capdel methodology can be considered as the best participatory management method that will give a qualitative leap in the levels of local development achieved if what is stated in the new generation municipal development plan is applied.
