Abstract
The legal and regulatory challenges related to smart cards in Algeria are vital for e -commerce development. It is necessary to develop strong legal frameworks and raise awareness of users on safety issues. This includes the need to fight identity theft, money laundering, and crimes associated with electronic data. To enhance consumer confidence and facilitate the use of electronic payments, strong safety measures must be adopted and the creation of a clear organizational environment. This requires better cooperation between actors in the financial sector, organizational authorities and users. By proactively addressing these issues, Algeria can improve the safety of payments and enhance its digital economy.
